i <br /> 6.1 G <br /> REPORT <br /> To the Honorable Mayor and City Council I <br /> From the Cit Mana er <br /> November 22, 2010 <br /> SUBJECT <br /> Award of Contract -- Dove Beeger and Wesfinrood Parks Play Area Renovation Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Dove Beeger and Westwood Parks Play Area Renovation Project to CF Contracting <br /> of Fairfax for their responsive and responsible low base bid of $312,778.00 and include <br /> additional bid items of $29,304.00 for a total contract amount of $342,082.00. And, <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded. <br /> BACKGROUND <br /> The playgrounds at Dove Beeger and Westwood parks are in need of renovation. The <br /> play areas are outdated and the equipment has outlived its useful life. This project will <br /> renovate the two playground facilities compliant with the accessibility provisions of the <br /> American with Disabilities Act. <br /> Abey Arnold Associates, Landscape Architects, was retained September 9, 2009, to <br /> assist staff with community outreach, to provide design documents and construction <br /> support for this project. As part of the design process, community meetings were held <br /> at each park to survey playground users for ideas and interests regarding park <br /> improvements. <br /> Dove Beeger Park neighbors and users suggested that the park was best preserved as <br /> a`neighborhood' park. Some preferred updated play equipment for the 5 to 12 year old <br /> age group such as swings, slides, and monkey bars. There was an interest in <br /> surrounding the play structures with chain link fencing to prevent loose dogs from <br /> approaching children at play. Some preferred a design that kept the turf ineadow as <br /> large as possible for free play. Some users were interested in additional seating. Some <br /> patrons suggested constructing a path around the perimeter of the park for bike riders <br /> and pedestrians. <br /> Westwood Park neighbors were interested in a restful and low-profile environment that <br /> parents with young children could enjoy. Suggestions far playground equipment <br /> included new swings, "digger-type" sand play elements, and climbing walls and rock. <br /> Some patrons suggested that drainage of the park turf area be improved and remain <br /> available for informal sports. Park users we�e interested in amenities that included a <br /> drinking fountain, a picnic area with sufficient tables and benches, and dog-waste <br /> containers for pet owners. Westwood Park patrons made specific request that the city <br /> preserve rear access to the park from the Hetch Hetchy easement. <br /> At a subsequent community meeting on January 23, 2010, Abey Amold Associates <br /> presented the conceptual plans that incorporated park patrons input from previous <br /> meetings. Designs for both Dove Beeger and Westwood parks were favorably received <br /> by participating park patrons. Abey Arnold Associates finalized the preferred design by <br />
