1. All of said work and improvements are to be constructed <br /> at the places and in the manner, and to the lines, grades and <br /> elevations, as shown upon the plans, profiles and specifications <br /> madestherefor and on file in the office of the City Engineer of <br /> Redwood City. <br /> 2.
