All the work and improvements provided for herein shall be done and made to the grades as shown on the plans, profiles, and detailed drawings, which grades are hereby adopted as the official grades for said work and improvements, and reference is hereby made to said plans, profiles, and detailed drawings, for description of the grades to which said work is to be done and said improvements are to be made, and the same are hereby made a part hereof. All the work and improvements hereinabove described are to be done and made at the locations and positions, and of the size and dimensions, and of the materials, as shown and described on said plans, profiles , detailed drawings and specifications adopted by the Council of the City of Redwood City on the 30th day of August, 1948, and now on file in the office of the Clerk of said City, to which plans, profiles, detailed drawings and specifications reference is hereby made, for a complete description and location of said work and improvements, and for further par- ticulars, and the same are hereby made a part hereof by reference. Said City Council further declares that.all public streets and highways and other public property within said assessment district, in use in the performance of a public function as such, shall be omitted from the assessment hereafter to be made to cover the costs and expenses of said improvements. Reference is hereby made to the resolution determining to make said improvements without compliance with the Special Assess- ment, Investigation, Limitation, and Majority Protest Act of 1931, being Resolution No. 605, on file in the office of the City Clerk of said City. NOTICE IS HEREBY GIVEN, and said Council of said City does determine, that serial bonds bearing interest at the rate of not to exceed six per cent (6 %) per annum will be issued pursuant to -2-
