• • <br /> The error ranges shown above shall be interpreted as follows. When the calculation <br /> method described below provides the Measured Contamination Level in a material <br /> stream, the estimate will be expressed in terms of percent by weight of the entire <br /> material stream. The error range around the estimate reflects a percent by weight of the <br /> entire material stream. Thus, if the Measured Contamination Level in a given material <br /> stream is five percent (5 %), plus or minus one percent (1 %), then ninety percent (90 %) <br /> confidence that the Contamination Level is between four percent (4 %) and six percent <br /> (6 %) of the total material stream is achieved. <br /> The Parties agree that the actual Measured Contamination Level will be the sole <br /> determinant of the percentage of Contamination in a Toad, and of Contractor's <br /> compliance with the maximum contamination levels. <br /> It is expected that a two (2) person crew can collect, sort, and weigh approximately <br /> twelve (12) samples in an eight (8) to ten (10) hour period, assuming a constant supply <br /> of samples is available. Therefore, two (2) sorters working approximately five (5) days <br /> per quarter will collect and sort the desired number of samples to assess all five (5) <br /> material streams, assuming there are enough inbound loads during that time period to <br /> provide the desired number of samples. <br /> To capture seasonal variations, sampling events will be conducted during each of the <br /> the four (4) calendar quarters. In addition, sampling events will not be scheduled five (5) <br /> days immediately before or after Holidays. <br /> If the Measured Contamination Level for a material stream calculated for one (1) <br /> calendar quarter varies by twenty five percent (25 %) or more from the Measured <br /> Contamination Level calculated for the immediately preceding calendar quarter, <br /> Contractor may require the SBWMA to increase the number of samples to be taken in <br /> the following quarter (up to twenty four (24) samples) at Contractor's expense. The <br /> result of the increased sampling will be used together with the regularly scheduled <br /> sampling to establish the Measured Contamination Level for the material stream for that <br /> quarter. <br /> 4. Field Procedures <br /> The field procedures are described in the following nine (9) steps, and shall be followed <br /> by the applicable party: Contractor, Operator, SBWMA, or a third party designated by the <br /> SBWMA. <br /> • Advanced preparation for regularly scheduled testing <br /> • Arrival at Facility for regularly scheduled testing <br /> • Scale house coordination <br /> • Tipping floor coordination <br /> • Load selection <br /> • Sample collection <br /> • Sample sorting <br /> • Sample disposal <br /> • Data management <br /> Franchise Agreement for Collection Services with Recology San Mateo County Attachment E -2 <br /> Redwood City Page 3 of 19 <br />
