• • <br /> Contractor or its representative shall have the right to be present at, observe, and <br /> photograph and video all aspects of the sampling process, including without limitation <br /> each of the steps listed above or described below. <br /> SBWMA shall be solely responsible for all costs incurred in implementing the sampling <br /> process and procedures described in this Attachment E -2, other than (i) costs incurred <br /> by Contractor in exercising its observation rights set forth in the preceding paragraph, <br /> and (ii) the full cost of conducting additional sampling implemented at Contractor's <br /> direction under Section 3. <br /> The above field procedures or steps are described in more detail following the <br /> explanation of roles. Each step is the responsibility of a specific person or group of <br /> people as follows: <br /> • sampling crew manager — responsible for identifying selected samples, working <br /> with Operator and the sampling crew, quality control, and compliance with <br /> Facility regulations. <br /> • sampling crew — responsible for sorting samples. <br /> • MRF manager — responsible for coordinating with the sampling crew manager. <br /> • scale house staff — responsible for identifying selected vehicles, distributing <br /> sample placards, and directing drivers towards the sampling area. <br /> • tipping floor staff — responsible for creating a designated sampling and sorting <br /> area, and ensuring segregation of selected Toads in that area. <br /> • loader operator(s) — responsible for segregating the selected load from other <br /> loads in the designated sampling and sorting area. <br /> • project manager — responsible for managing the sampling process. <br /> • facility manager — responsible for managing day -to -day operations at the <br /> Designated Transfer and Processing Facility <br /> • Contractor– responsible for informing the scale house staff of Toad origin and <br /> material stream and for passing sample placards to the sampling crew manager. <br /> Advanced preparation for regularly scheduled testing <br /> Before each sampling day, the sampling crew manager will contact the MRF manager <br /> and require the MRF manager to remind the scale house staff, tipping floor staff, loader <br /> operator(s), Contractor, and all other affected staff of the sampling plan. The project <br /> manager will also require the facility manager to provide the site's safety standards and <br /> disclose if any additional safety training will be required on site. In addition, the project <br /> manager will obtain and inspect all safety equipment and all sorting equipment (see list <br /> of supplies in Appendix 3), and develop and print all daily sampling quotas, vehicle <br /> selection sheets, placards, and tally sheets prior to beginning each sampling event.
