• • <br /> ATTACHMENT K <br /> CONTRACTOR'S COMPENSATION AND RATE SETTING PROCESS <br /> 5. SBWMA Review of Application <br /> Agency delegates to SBWMA the authority to conduct the review of the Application. SBWMA <br /> will review the Application and supporting documentation to determine that it has been <br /> prepared in a manner consistent with the Agreement, including this Attachment. SBWMA may <br /> request and Contractor shall provide any missing information necessary to complete the <br /> Application. Agency may participate in meetings with SBWMA and Contractor to discuss the <br /> Application. <br /> A. Preliminary Review <br /> SBWMA shall determine if the Application is complete and ready for analysis. <br /> 1. Completeness and Mathematical Accuracy of Application. SBWMA shall determine if: <br /> a. All required forms and financial statements are included; <br /> b. All forms are completed correctly and data and indexes tie to correct source; and <br /> c. All calculations are mathematically correct. <br /> If the Application is incomplete or contains arithmetic errors, SBWMA will notify <br /> Contractor and Contractor will promptly provide missing information and corrected <br /> calculations. <br /> 2. Verification of Operating Statistics. SBWMA may perform an on -site review of <br /> Contractor's operations to determine if the then - current operating statistics remain <br /> appropriate to allocate costs among Member Agencies for the coming Rate Year. <br /> 3. Verification of Supporting Documents and Schedules. Various documents are to be <br /> included in the Application to support the requested adjustment in Contractor's <br /> Compensation. Any supporting information SBWMA finds to have been omitted shall <br /> be promptly be provided by Contractor. <br /> 4. Contractor Notification. SBWMA will notify Contractor when it has determined that the <br /> Application is complete. <br /> B. Review of Application <br /> The Contractor's Compensation review process is intended to allow SBWMA to determine <br /> whether the Application is consistent with the Agreement and accurately calculates <br /> Contractor's Compensation for the coming Rate Year. SBWMA shall take the following <br /> steps during its review of the Application. <br /> 1. Review of Contractor's Compensation Calculations. SBWMA shall review Contractor's <br /> Compensation adjustment calculations to verify that the calculations are performed in <br /> accordance with Article 11 and relevant attachments including this Attachment. <br /> SBWMA shall notify Contractor of any apparent errors or discrepancies in the <br /> calculation of Contractor's Compensation which it identifies. <br /> 2. Review of Revenue Projection for Following Year. SBWMA shall review Contractor's <br /> projection of Gross Revenue Billed. Any unusual trends will be identified and <br /> explanations obtained from the Contractor. <br /> 3. Determine Prior Year Revenue Surplus /Shortfall.
