• • <br /> ATTACHMENT K <br /> CONTRACTOR'S COMPENSATION AND RATE SETTING PROCESS <br /> twelve (12) month statement covering the preceding calendar year. These <br /> statements shall be accompanied by a report of the independent Certified Public <br /> Accountant stating that it has conducted a review of the statements in accordance <br /> with Statements on Standards for Accounting and Review Services issued by the <br /> American Institute of Certified Public Accountants and that contains the elements <br /> described in AICPA Professional Standards, section AR 100. <br /> C. Preparation of Management Representation Letter <br /> The Application shall include a management representation letter signed by the <br /> President of Contractor, which states that: <br /> • Management accepts responsibility for the accuracy and completeness of the <br /> Application; <br /> • The Application is based on the Contractor's Compensation adjustment <br /> procedures described in Article 11, this Attachment K - including Tables 1 and 2, <br /> and on the forms approved by the SBWMA; and, <br /> • All significant information and supporting documents relevant to the Contractor's <br /> Compensation adjustment process are available for review by SBWMA. <br /> D. Calculation of Contractor's Compensation and Proiection of Gross Revenue Billed for <br /> the Next Rate Year <br /> The Application shall include a calculation of the next year's Contractor's <br /> Compensation (i) in total, (ii) by Agency including overage(s) or shortfall(s) from the <br /> prior year identified in the Revenue Reconciliation process described in Section <br /> 11.03 of the Agreement and Section 8 of this Attachment, (iii) by Service Sector, and <br /> (iv) by Line of Business. <br /> Contractor shall also project the following year's Gross Revenue Billed (i) in total, (ii) <br /> by Agency, (iii) by Service Sector, and (iv) by Line of Business based on rates <br /> currently in effect. Contractor shall provide an explanation of, and supporting <br /> documentation for, the Gross Revenue Billed projection. <br /> E. Supporting Documentation <br /> Contractor shall make available to SBWMA and Agency, upon request, supporting <br /> documentation and summary reports for all calculations, assumptions, and data used <br /> in the calculation of the Contractor's Compensation for the following Rate Year and <br /> in the annual revenue reconciliation of Gross Revenue Billed to approved Contractor <br /> Compensation. Supporting documents and reports requested may include: <br /> • General Ledger <br /> • Revenue and Accounts Receivable Ledgers <br /> • Collective Bargaining Agreements <br /> • Solid Waste Transfer Tickets <br /> • Weight tickets for all C &D Materials, Recyclable Materials, Inert Materials, and <br /> Organic Materials <br /> • Customer billing information and service levels <br /> • Copies of Bureau of Labor Statistics Index Data <br /> • Other information requested by SBWMA <br /> Collection Services Franchise Agreement with Recology San Mateo County Attachment K <br /> City of Redwood City Contractor's Compensation and Rate Setting Process <br /> Page 20 of 26 <br />
