• • <br /> 1586 details on how Contractor automatically detects and records information on each <br /> 1587 Customer pickup, real -time transmission of service extras, blocked cars, safety <br /> 1588 notes, and exceptions to service. <br /> 1589 7.03 PUBLIC EDUCATION AND PROMOTION <br /> 1590 Contractor and Agency agree that all public education activities will be a collaborative <br /> 1591 effort among the SBWMA, Agency, and Contractor. Contractor shall be responsible for <br /> 1592 ensuring that its Customers consistently receive a high level of service and <br /> 1593 responsiveness. <br /> 1594 A. General. Contractor acknowledges and agrees that education and public <br /> 1595 awareness are critical and essential elements of any effort to achieve diversion. <br /> 1596 Contractor shall educate Residential and Commercial Customers on the following: <br /> 1597 (i) the benefits of source reduction, reuse, Recycling, and Composting and related <br /> 1598 program opportunities; (ii) proper handling of Hazardous Waste; (iii) specific <br /> 1599 services offered by the Contractor; and (iv) Rates for Collection services. The <br /> 1600 public education program shall include distribution of public education materials at <br /> 1601 the commencement of the Agreement; when Collection services are changed during <br /> 1602 the Term; and when new Collection services are implemented during the Term. In <br /> 1603 addition, the public education program shall include on -going education activities <br /> 1604 throughout the Term. Educational materials that Contractor must pay for, produce <br /> 1605 and distribute shall include, but not be limited to, those listed in Section 7.03 (E). <br /> 1606 B. Annual Public Education Plan. On or before September 1 of each Rate Year, <br /> 1607 Contractor shall submit to Agency and SBWMA a public education plan outlining its <br /> 1608 public education activities for the coming Rate Year. Agency and SBWMA shall <br /> 1609 review and approve the plan or request modifications to the plan by October 1. <br /> 1610 Contractor shall revise and resubmit the plan to Agency and SBWMA by October <br /> 1611 15. If Agency and SBWMA determine the plan has not been adequately revised, <br /> 1612 Contractor shall ensure its public education manager is available to meet and confer <br /> 1613 with Agency and SBWMA to ensure the plan is finalized by November 1. The plan <br /> 1614 shall list each public education piece or activity (e.g., newsletters, Bill inserts, flyers, <br /> 1615 newspaper advertisements, website enhancements, etc.) to be prepared, the <br /> 1616 purpose of the piece, the key subject(s) to be covered, and the anticipated date of <br /> 1617 issuance. In addition, the plan shall list all Events the Contractor plans to attend <br /> 1618 and the public education it intends to provide (e.g., exhibit at Earth Day Event, <br /> 1619 Chamber of Commerce meetings, etc.). During the Rate Year, Contractor shall <br /> 1620 complete all elements and tasks specified in the annual public education plan in <br /> 1621 accordance with the schedule presented in the plan unless the Agency or SBWMA <br /> 1622 has provided written approval to waive or postpone a requirement. <br /> 1623 C. Content and Production Requirements. Prior to preparing public education <br /> 1624 materials, Contractor shall discuss with the Agency and SBWMA its general <br /> 1625 approach to preparing the materials and shall determine if the Agency has any <br /> 1626 Agency- specific guidelines to be followed and if the Agency wants the Contractor to <br /> 1627 work with templates prepared by SBWMA or others. <br /> 1628 The public education materials shall emphasize use of visual /graphic images as <br /> 1629 much as practical.
