Separate Collection of Materials and Allocation of Agency Materials. <br /> 2143 Contractor shall separately Collect and segregate Solid Waste, Targeted <br /> 2144 Recyclable Materials, and Organic Materials from each other and shall not <br /> 2145 Commingle these materials at any time during the transportation or delivery of those <br /> 2146 materials to the Designated Transfer and Processing Facility. Solid Waste, <br /> 2147 Targeted Recyclable Materials, and Organic Materials Collected in the Agency, <br /> 2148 which are combined with materials Collected from other SBWMA Member <br /> 2149 Agencies, shall be allocated by Contractor to the Agency's Collection program <br /> 2150 based on volume or Tonnage using a method approved by the Agency and <br /> 2151 SBWMA. Contractor shall not collect materials from within Agency in the same <br /> 2152 Collection vehicles used to provide Collection service to non -SBWMA Member <br /> 2153 Agencies, unless provided written approval by Agency. <br /> 2154 E. Setout Instructions to Customer. Contractor shall instruct Customers as to any <br /> 2155 preparation of Solid Waste, Targeted Recyclable Materials, or Organic Materials <br /> 2156 and the proper placement of Containers. If Customers are not adhering to <br /> 2157 Contractor's instructions, Contractor shall notify such Customers in writing. In <br /> 2158 cases of extreme or repeated failure to comply with the instructions, Contractor may <br /> 2159 decline to pick -up the Targeted Recyclable Materials or Organic Materials provided <br /> 2160 that Contractor leaves an adequate number of non - collection notices on the <br /> 2161 Container, as determined by the Agency, indicating the reason for refusing to <br /> 2162 Collect the material. Such notices shall also identify the steps Generator must take <br /> 2163 to recommence Collection service. <br /> 2164 F. Non - Collection Notices. Contractor may choose not to Collect materials for the <br /> 2165 following reasons: (i) Source Separated or Targeted Recyclable Materials or <br /> 2166 Organic Materials do not comply with the allowable Contamination thresholds; (ii) <br /> 2167 materials contain Hazardous Waste; or (iii) the loaded weight of a Container <br /> 2168 exceeds the maximum load limit specified by the Cart manufacturer and specified in <br /> 2169 Attachment D. In such case, Contractor shall issue non - collection notices stating <br /> 2170 the reason(s) the materials were not Collected. The non - collection notice shall be <br /> 2171 affixed prominently onto the Cart to ensure that it is not inadvertently removed from <br /> 2172 Cart due to weather conditions. The non - collection notices must be protected from <br /> 2173 rain, if precipitation is present or forecasted, by placing the notice in a clear plastic <br /> 2174 bag prior to affixing to Cart. <br /> 2175 Contractor shall document the use of non - collection notices by recording the date <br /> 2176 and time of issuance, address of service recipient, reason(s) for issuance, name of <br /> 2177 employee who issued the notice, and truck and route numbers. The notice shall <br /> 2178 conform to the requirements specified in Section 6.03.A, be at least two inches by <br /> 2179 six inches (2" x 6 ") in size and shall be approved by the SBWMA. The non - <br /> 2180 collection notices must identify the steps the Generator must take to recommence <br /> 2181 Collection service. In the event a Container is not collected due to excessive <br /> 2182 Contamination and Customer does not take the necessary steps to recommence <br /> 2183 Collection service, Customer shall be assessed a fee approved by Agency for <br /> 2184 Collection of the Container as Solid Waste by Contractor.
