� <br /> 6.1 A <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> December 6, 2010 �I <br /> S UBJ ECT <br /> Redwood Shores Levee System Certification <br /> RECOMMENDATION <br /> 1. Accept, by motion, the San Carlos Airport Levee Improvement Project, and authorize <br /> the release of bonds and the retention according to city procedures. <br /> 2. Approve, by motion, the Redwood Shores Levee System Certification submittals for <br /> the City of Redwood City levee segments and the County of San Mateo segment, <br /> and authorize the City Engineer to sign and seal those documents. <br /> BACKGROUND <br /> The Federal Emergency Management Agency (FEMA) is implementing a Flood Map <br /> Modernization (Map Mod) program to convert paper Flood Insurance Rate Maps <br /> (FIRMs) to digital format. As part of Map Mod, FEMA mandates the inclusion of levee <br /> evaluations for those communities undergoing map changes. <br /> The Redwood Shores Levee lmprovement Project improved levees maintained by <br /> Redwood City in response to FEMA's levee certification mandate. This project involved <br /> grading and earthwork which raised the levee height by an average of one to finro feet of <br /> 17,300 linear feet of levee surrounding Redwood Shores to meet FEMA's standard. <br /> This project was completed and accepted by Council on October 11, 2010. <br /> As well, FEMA had determined that levees maintained by the County of San Mateo and <br /> the City of San Carlos are part of the flood protection system for the Redwood Shores <br /> peninsula. These levees also required improvements for certification. Redwood City <br /> performed these improvements acting as the lead agency for the San Carlos Airport <br /> Levee Projecf. This project improved levees bordering the San Carlos Airport (owned I <br /> and maintained by County of San Mateo) and another short section to the southwest of <br /> the airport (City of San Carlos' jurisdiction). <br /> Acceptance of the San Carlos Airport Levee Improvement Project <br /> On December 14, 2009, Council awarded the construction contract for the San Carlos <br /> Airport Levee Improvement Project to Granite Rock Company DBA Pavex Construction <br /> for a base bid of $401,649.00. During the course of the construction work from <br /> December 23, 2009 to January 31, 2010, and from September 29, 2010 to November 4, <br /> 2010, four change o�ders were issued totaling $12,435.37 (3.1 % of base bid). The <br /> change orders were mostly for expediting the construction work to meet environmental <br /> deadlines and for modifications requested by San Carlos Airport. The final contract <br /> price is $414,084.37. The work has been inspected to ensure that it was completed in <br /> accordance with the project plans and specifications. <br /> Construction of the San Carlos Airport Levee lmprovement Project began on December <br /> 23, 2009, when all necessary state and federal regulatory permits were obtained, but <br />
