6.1 C <br /> Page 18 <br /> 15. Readiness <br /> Demonstrate project readiness: <br /> a. Discuss public planning process that resulted in project development: <br /> Planning Process — <br /> The Redwood City Mid Point Shuttle was developed in a public planning process over a two <br /> year period beginning in 2005. Multiple meetings were held where stakeholders provided their <br /> input to how the shuttle service should be crafted. Stakeholders included representatives <br /> from: City of Redwood City, Fair Oaks Community Center, Peninsula Traffic Congestion Relief <br /> Alliance, Redwood City Parks & Recreation Department, Redwood City Senior Affairs <br /> Commission, SamTrans, and the Veterans Memorial Senior Center. <br /> The service area map is attached. The service began in April 2007 and has shown strong <br /> ridership gains annually as the service area is redeveloped. The shuttle currently operates <br /> approximately 6:30a — 9:30a and 3:30p — 6:45p during the workweek excluding holidays. The <br /> shuttle operates approximately every 30 minutes meeting trains at the Redwood City Caltrain <br /> Station. <br /> In 2009, the senrice transported 17,986 boardings (a 43,9% increase over 2008) at a per rider <br /> cost of $5.24. A net 14,594 SOV trips were eliminated from San Mateo County area roadways <br /> due to the shuttle representing an estimated net savings of 344,366 vehicle miles. The shuttle <br /> operates 32 service miles per day. Parking Company of America, LLC is the service provider <br /> with this route's vehicle housed at their East Palo Alto yard for storage and maintenance. The <br /> service utilizes a late model, unleaded gas operated 24-passenger vehicle for reduced <br /> emissions and is equipped with a wheel-chair lift for ADA accessibility. <br /> The Peninsula Traffic Congestion Relief Alliance ("Alliance"} manages the service on behalf of <br /> the city. They make service adjustments as necessary based on rider feedback and annual <br /> employer surveys. The Alliance acts as a"call center" for rider questions or comments and is <br /> an intermediary between the employers, ridership and service provider when issues arise. <br /> Beginning in FY 10/11, the Alliance intends to have processes in place to collect the remaining <br /> data necessary to meet the reporting requirements for this grant. <br /> Funding Plan — <br /> To support the shuttle service expenses, an employer group financially contributes to the <br /> commute hour Caftrain shuttle service in addition to the City of Redwood City. To date, the city <br /> has a 20% internal employer contribution target, which the Alliance strives to exceed annually. <br /> The eventually goal is to have at least 50% employer contributions to reduce the city's subsidy <br /> expenses. City developer fees and annual grant applications make up the balance of the <br /> service revenue. <br /> Vehicle — <br /> The vehicle used for this service would be a late-model, gasoline-powered, 21-person cut- <br /> away shuttle provided by the Peninsula Traffic Congestion Relief Alliance. The Alliance has <br /> contracted with Parking Company of America as the service provider for this project. Vehicle <br /> maintenance facilities and storage facilities are located at 160 Demeter, East Palo Alto. The <br /> Alliance would manage the administration, operation, oversight, maintenance, storage, public <br /> information, and monitoring components of this project through existing mechanisms, <br /> processes, and plans to deliver the same for existing shuttles services under the Alliance's <br /> urview, <br /> SMCTA Measure A- Local Shuttle Program Call for Projects Page 7 of 16 <br /> Application Document (March 31, 2010) <br />
