Stewardship Council - 2009 Initiative Fund <br /> Project: YO β€” It's Youth Outdoors! <br /> Monitoring and Evaluation Proposal <br /> la. Existing monitoring and evaluation plans <br /> The current YO β€”It's Youth Outdoors! program includes a limited scope of <br /> monitoring and evaluation activities that are embedded in its community -based research <br /> model. Staff will track the number of youth presentations made and the number of youth <br /> personal goals that are met. Product presentations will be accompanied by evaluation <br /> forms that assess attitude shifts based on the presentation or product. Additionally, <br /> youth will have a chance to reflect and discuss how their findings influence their own <br /> perceptions of the outdoors and outdoor experiences. However, these activities and <br /> products are primarily process- oriented and provide only a partial look into the overall <br /> outcomes of the program. <br /> Redwood City is also working on strategies around environmental prevention, <br /> health and wellness, and climate action - and a comprehensive evaluation of the Youth <br /> Outdoors initiative will help to inform these efforts and others - therefore leveraging the <br /> initiative's work, and the Stewardship Council investment. <br /> 1 b. Summary of proposed monitoring and evaluation activities <br /> The YO-It's Y h ' <br /> out Outdoors s ro ram would like to hire the John W. Gardner <br /> p 9 <br /> Center for Youth and Their Communities (JGC) to conduct the evaluation. JGC will <br /> direct the activities of an evaluation consultant, Linda Min of LKM Nonprofit and <br /> Philanthropic Consulting (see attached biography), who has designed and will <br /> implement a comprehensive evaluation of the program, with input and guidance from <br /> appropriate program staff. This evaluation includes the following monitoring and <br /> evaluation activities: 1) finalizing the program logic model and evaluation plan with <br /> input from relevant program staff; 2) forming a YO Evaluation Advisory Committee; 3) <br /> developing the tools that will be used to collect data from three target groups β€” youth, <br /> families and program providers; 4) collecting and analyzing the data; 5) synthesizing <br /> the data into a comprehensive set of final written products; and 6) presenting the data. <br /> Details of each of these activities follow below: <br /> 1) Finalizing the program logic model and evaluation plan: <br /> The outcomes, indicators and targets presented in this proposal are based on the <br /> program's initial design and concepts. However, further discussions are needed to <br /> ensure that all program directors and executives have agreement about the program's <br /> outcomes and how these outcomes will be measured. To do this, the evaluator will <br /> facilitate 2 two -hour meetings. The first will result in an agreed upon logic model, which <br /> includes the desired outcomes, indicators and targets for the program. The second will <br /> result in an evaluation plan including details of the data collection methods to be used to <br /> measures those outcomes and indicators. <br /> 'City of Redwood City - 2009 Evaluation Grant Page 4 of 17 January 22, 2009 <br />
