2) Forming an Evaluation Advisory Committee:
An Evaluation Advisory Committee representing the YO program director(s) and
at least one staff person from Redwood City, JGC, Redwood City 2020, Hidden Villa,
and Sequoia High School 1 will form the YO Evaluation Advisory Committee. The
purpose of this committee will be to provide input and guidance on the tools and reports
that will be developed. This ensures that staff can share their program insights and
creates "buy -in" throughout the evaluation process.
3) Developing the tools:
The evaluator will develop the following data collection tools to implement the
evaluation including: (See table in 2a for how tools relate to outcomes.)
• Youth survey (pre /post)
• Staff observation survey (pre /post)
• Parent interview protocol (interviews to be conducted in Spanish)
• Program provider interview protocol
• Youth follow -up interview protocol
• Program provider follow -up interview protocol
The evaluator is also investigating the feasibility of third -party indicators, such as
demographics of visitors to public parks and outdoor facilities to determine if more youth
are visiting these places; or California Healthy Kids Survey indicators related to the
amount of time youth are spending outdoors.
4) Collecting and analyzing the data:
The evaluator will collect and analyze all of the data for this project. The surveys
mentioned above will be administered on -line through Surveymonkey.com, an on -line
survey software which allows for quick and easy data collection and analysis. The
interviews will be conducted primarily by phone with the exception of the youth follow -up
interviews, which will be conducted in person. When possible, the evaluator will help
build partner organization's capacity to conduct these evaluation activities
independently beyond the grant period. For example, the evaluator can train staff on
how to modify and administer the on -line surveys for future use, once the initial survey
templates have been created.
5) Synthesizing the data into final, written products:
The evaluator will summarize all quantitative and qualitative data collected into a
series of written documents including: a full report with data findings related to the short-
term outcomes of the program; an executive summary of the full report; and a follow -up
report with data findings related to the long -term outcomes. A comprehensive list and
timeline of the final, written products can be found in question #3.
6) Presenting the data:
The evaluator will resent highlights f h v sat two
of the evaluation findings g
presentations. One is a presentation to be made to the Redwood City 2020 Cabinet,
which consists of several high -level executives and public officials in Redwood City. The
1 These 5 organizations will hereafter be referred to as the partner organizations.
'City of Redwood City - 2009 Evaluation Grant Page 5 of 17 January 22, 2009
