POWERS <br /> © & ASSOCIATES INC <br /> FOCUSED EIR <br /> FINGER AVE SUBDIVISION <br /> REDWOOD CITY, CA <br /> PROPOSED SCOPE OF SERVICES <br /> Revised November 9, 2010 <br /> Overview <br /> In a Settlement Agreement between the City of Redwood City, the developer, and the Friends of <br /> Cordilleras Creek and Finger Avenue Pride Committee, the City has agreed that an Environmental <br /> Impact Report is necessary to identify, evaluate and mitigate potential environmental impacts that <br /> could be associated with the proposed Finger Avenue housing project. <br /> The project site is located at 50, 80, and 88 Finger Avenue adjacent to Cordilleras Creek and is <br /> currently developed with three single- family homes and three small cottages and contains 13 mature <br /> trees. The project would involve the removal of all existing structures, 12 existing mature trees and <br /> re- subdivision of the three existing parcels into nine parcels (from 6,000 to 8,129 square feet in size) <br /> to construct nine, two -story, single- family homes and to install 54 new trees. The homes would range <br /> in size from 2,825 to 3,640 square feet with attached two car garages ranging in size from 441 to 558 <br /> square feet. <br /> Four of the nine proposed homes encroach within nine to 15 feet of top of bank of Cordilleras Creek <br /> where a 25 -foot setback to a protected watercourse is normally required per the City's Zoning <br /> Ordinance. In addition, the applicant requests exceptions to the Subdivision Ordinance to allow seven <br /> parcels to front on a non - conforming, horseshoe shaped, private one -way street rather than directly <br /> on a public street. The applicant proposes that the private roadway be 22 -feet wide, where a <br /> minimum 25 -feet wide street is normally required. The private roadway would also have a pedestrian <br /> walkway on one side incorporated into the roadway's 22 -foot width. <br /> 1. PREPARATION OF THE ENVIRONMENTAL IMPACT REPORT <br /> David J. Powers & Associates (DJP &A) will prepare an Environmental Impact Report (EIR) that <br /> evaluates the environmental effects of the proposed project in accordance with the California <br /> Environmental Quality Act (CEQA) and the City of Redwood City standards. The EIR will provide <br /> an objective determination of the environmental impacts that could result from the proposed project. <br /> The specific tasks included in this scope of work are described below. <br /> A. NOTICE OF PREPARATION <br /> DJP &A shall prepare the Notice of Preparation (NOP) of a Draft EIR for the proposed Finger Ave <br /> Subdivision according to the requirements of CEQA and the City. The NOP will include a project <br /> description, brief summary of project impacts to be addressed in the EIR, and appropriate graphics. <br /> The NOP will be provided to the City electronically for review and circulation to agencies and the <br /> 1 <br />
