DJP &A will distribute the NOP to the State Clearinghouse, Responsible <br /> Agencies, and federal and trustee agencies, as applicable, in addition to other public agencies and <br /> organizations identified by the City. The issues identified for review would be those specified in the <br /> Settlement Agreement. Responses received from agencies and the public within 30 days of the NOP <br /> circulation will be used to further refine the scope of the issues examined in the EIR. <br /> 13. SCOPINC MEETING <br /> Pursuant to our discussion October 12, 2100, this proposed scope of work assumes the City will not <br /> hold a scoping meeting, given the extensive prior outreach to interested agencies, organizations, and <br /> the general public as part of the previous project entitlement process and associated Initial <br /> Study /Mitigated Negative Declaration, and Settlement Agreement. <br /> C. PREPARATION OF ADMINISTRATIVE DRAFT EIR <br /> Per the Settlement Agreement, the EIR must include all required sections, including but not limited <br /> to the project description, project objectives, and environmental setting. Further, as indicated in the <br /> Settlement Agreement, the EIR will focus on the evaluation of the following potential environmental <br /> impacts related to the Project; 1) aesthetics, 2) cultural resources, 3) Cordilleras Creek Impacts <br /> relating to storm water runoff, geology, water quality, biology, erosion and bank stability, 4) traffic <br /> safety, 5) parking, 6) land use /neighborhood compatibility, and 7) alternatives. <br /> It is assumed the Initial Study (IS) completed in November 2008 for the Finger Avenue Nine -Lot <br /> Planned Development adequately addressed all other environmental impacts not referenced in the <br /> Settlement Agreement, and the IS will be included as an appendix to the EIR. DJP &A will develop <br /> and reline the thresholds of significance to be used in the EIR, using those that have been adopted by <br /> the City, and applicable Federal, State, and local standards. DJP &A will work closely with City staff <br /> to develop the thresholds for evaluation of environmental impacts. <br /> The scope of work proposed for the primary issues identified in the Settlement Agreement is <br /> described below. <br /> Environmental Setting, hnpacts and Mitigation Measures <br /> Aesthetics <br /> The ElR will describe the existing visual character of the project site, Finger Ave, and the <br /> immediate surrounding vicinity and will include photographs to illustrate the text. The EIR will <br /> evaluate the aesthetic changes that will result from implementation of the project, based upon <br /> conceptual renderings and /or photo - simulations provided to DJP &A by the City and/or <br /> developer (upon City authorization). Mitigation measures will be identified for significant <br /> aesthetics impacts, as appropriate. <br /> Cultural Resources <br /> JRP Historical Consulting will prepare an historic district evaluation/context statement for the Finger <br /> Ave Tract. Some nearby areas, including Wellesley Park Subdivision, have already been subject to <br /> evaluation and it is assumed that these other areas will not require re- evaluation. While the Finger <br /> Park Tract has not been evaluated in its entirety, it is not necessarily the case that the entire tract will <br /> require intensive level evaluation as part of the appropriate study of historic architectural resources <br /> under CEQA. Therefore, we are presenting two options for the approach to the study. <br />
