7.B
Page 1
REPORT
To the Honorable Mayor /Chair and City Council/
Redevelopment Agency (Acting Jointly)
From the City Manager /Executive Director
December 21, 2010
Subject
Public Hearing Regarding Conveyance of 1' -Wide Strips along Chemical Way and
Maple Street in Accordance with the Memorandum of Understanding Regarding
Replacement Jail Facilities Between the City and County of San Mateo.
Recommendation
By resolution:
1. Council Approving and Authorizing Conveyance of the City Strips Property to the
Redevelopment Agency of the City of Redwood City.
2. Agency Approving and Authorizing Acceptance of Conveyance of the City Strips
Property from the City of Redwood City.
3. Agency Approving and Authorizing the Conditional Conveyance of the City Strips
Property to the County of San Mateo
Background
The City has been engaged in efforts to effectuate the City Council's direction to identify
alternative property for a County replacement jail facility. As a result of the City's efforts,
a site comprised of four properties located at 20, 50, 70 and 80 Chemical Way within
the Woodhouse Industrial Park ( "Woodhouse Industrial Park Property ") was identified
as a potentially viable site for the replacement jail facilities and was available for
purchase. In order to secure the opportunity to purchase the Woodhouse Industrial
Park Property while providing sufficient time for the City and County to investigate and
perform due diligence to determine whether the Woodhouse Industrial Park Property is
a feasible and desirable site for the replacement jail facilities, on October 11, 2010, the
City entered into purchase option agreements for the four properties constituting the
Woodhouse Industrial Park Property.
On November 22, 2010, the City Council authorized the City Manager to enter into a
Memorandum of Understanding (MOU) with the County of San Mateo regarding
potential replacement jail facilities on the Woodhouse Industrial Park Property, including
provisions relating to assignment of the four purchase option agreements to the County.
In order to accommodate development of the Woodhouse Industrial Park Property, the
MOU provides that as soon as possible after December 15, 2010, (the Effective Date of
the MOU), the City shall convey or cause to be conveyed to County two City -owned
parcels generally described as the approximately 1' -wide strips of land fronting the 20
and 80 Chemical Way properties and running the entire length of Maple Street (the "City
Strips Property ").
S:IAGENDA\Staff Report Conveyance of City 1' -wide strips.doc
Page 1
