7.B <br /> Page 2 <br /> Conveyance of the City Strips Property to the County will assist in effectuating the <br /> purposes of the Redevelopment Plan for the Redwood City Redevelopment Project <br /> Area No. 2 by providing an alternative site for the Replacement Jail Facilities outside of <br /> the downtown area of the Redevelopment Project Area. <br /> Under Sections 33220, 33391(a) and 33430 of the Community Redevelopment Law: (1) <br /> the City has authority to sell, convey or lease any of its property to a redevelopment <br /> agency, upon the terms and with or without consideration, for the purpose of aiding and <br /> cooperating in the planning, undertaking, construction or operation of redevelopment <br /> projects located with the City's jurisdiction; (2) the Agency has authority to acquire by <br /> gift, grant, bequest, devise or otherwise any real or personal property, any interest in <br /> property, and any improvements on it for purposes of redevelopment; and (3) the <br /> Agency may sell, lease, exchange, subdivide, transfer, assign, pledge ... or otherwise <br /> dispose of any real or personal property, any interest in property and any improvements <br /> on it. <br /> The County has considered a County- owned site owned for its replacement jail facility <br /> located within the downtown area of the Redevelopment Project. Additional jail facilities <br /> in the downtown area of the Redevelopment Project would hinder Agency's <br /> redevelopment efforts in the downtown area. County's consideration of the Woodhouse <br /> Industrial Park Property for the Replacement Jail Facilities may also include relocation <br /> of the existing Women's Correctional Center located in the downtown area of the <br /> Redevelopment Project, which would further contribute to achieving the Agency's goals <br /> and objectives for the downtown area of the Redevelopment Project. Therefore exercise <br /> of the Agency's authority under the Community Redevelopment Law will further the <br /> City's and Agency's goal for redevelopment of the City's downtown area. <br /> Using the above - described City and Agency authorities under the Community <br /> Redevelopment Law will enable conveyance of the City Strips Property to the Agency <br /> by grant deed, without consideration, and subsequent conveyance of the City Strips <br /> Property by the Agency to the County (subject to conditions) by grant deed, without <br /> consideration. Using this method of conveyance does not require any special hearings <br /> and, therefore, will enable the City Property to be conveyed to the County as soon as <br /> possible in accordance with the MOU. Notice was provided in accordance with <br /> California Health & Safety Code § 33431. <br /> Conveyance of the City Strips Property by the Agency to the County is conditioned upon <br /> satisfaction of the following conditions ( "Conditions Precedent to Conveyance "): <br /> a. County shall have closed escrow for purchase of the Woodhouse Industrial <br /> Park Property. <br /> b. The Woodhouse Industrial Park Property shall be vacant and free of <br /> possession of any tenants or other occupants. <br /> c. All existing improvements on the Woodhouse Industrial Park Property shall <br /> have been demolished. <br /> d.
