County shall have completed environmental review of the proposed <br /> Replacement Jail Facilities on the Woodhouse Industrial Park Property in <br /> accordance with the California Environmental Quality Act. <br /> Upon satisfaction of the Conditions Precedent to Conveyance above, County shall <br /> accept conveyance of the City Strips Property by a Grant Deed that shall include a <br /> reverter clause in favor of the Agency in the event the Woodhouse Industrial Park <br /> Property is used or developed by the County for any purpose other than the <br /> Replacement Jail Facilities, uses ancillary to the Replacement Jail Facilities, or other <br /> public uses. <br /> The close of escrow for the City's conveyance of the City Strips Property to the Agency <br /> and the Agency's conveyance of the City Strips Property to the County will occur <br /> simultaneously through back to back escrows as soon as possible following County's <br /> completion of the Conditions Precedent to Conveyance. <br /> The attached resolutions authorize the City Manager /Executive Director and City Clerk/ <br /> Agency Secretary to execute and record any documents, in forms approved by the City <br /> Attorney /Agency Counsel, and to take any further actions necessary to carry out <br /> conveyance of the City Property to the County, subject to County's satisfaction of the <br /> Conditions Precedent to Conveyance. <br /> ENVIRONMENTAL ANALYSIS AND GENERAL PLAN CONSISTENCY <br /> The proposed vacation is part of the larger development of the Woodhouse Industrial <br /> Park Property. The County is preparing an environmental analysis of the site which was <br /> considered by the County on December 14, 2010. Therefore this environmental <br /> document envisioned the vacation of this property and no new analysis is required. On <br /> December 7, 2010, the Planning Commission considered whether the proposed <br /> vacation is consistent with the City's new General Plan and found that it is consistent. <br /> Alternatives <br /> 1. The Council /Agency could elect to not approve the resolutions. The City would <br /> then assume that the County would proceed with plans to locate the replacement <br /> jail within the County campus in Downtown Redwood City. <br /> 2. The Council could delay consideration of the resolutions and provide additional <br /> or different direction to staff, which could result in unknown consequences. <br /> 3.
