8.B
REPORT
To the Honorable Mayor and City Council
From the Ci Mana er
January 24, 2011
SUBJECT
Adoption of the 2010 California Fire Code and Local Amendments.
RECOMMENDAT[ON
1. Conduct a public hearing and second reading on the adoption of the fire code
ordinance.
2. Adopt the fire code ordinance with necessary local amendments, the resolution on
local conditions with Findings of Facts, and waive futher reading of the full
ordinance.
BACKGROUND
This report contains recommendations to approve the adoption of the California Fire
Code, and the resolution supporting the findings of fact allowing amendments to the
city's Municipal Code. These documents were introduced on December 6, 2010. This
report is identical to the December 6, 2010 staff report, with the exception of the
updated recommendation and conduct of the public hearing.
Redwood City has periodically adopted revisions of the California Fire Code into the
Municipal Code for the protection of life and property. For many years the State of
California and the City of Redwood City have both adopted the International Fire Code.
For this code adoption cycle, the California Building Standards Commission, as
appointed by the Governor, has adopted the 2009 edition of the International Fire Code
as the model code for the State of California. The International Fire Code forms the
basis for the California Fire Code.
The adoption of the 2010 edition of the California Fire Code will be consistent with what
our neighboring jurisdictions are doing and will aid in the application of fire codes on a
regional basis.
The California Fire Codes are published every three years and presented for local
adoption. Redwood City's proposal to adopt the California Fire Code with Local
Amendments was provided to the Redwood City Board of Building Review for
consideration. The Board of Building Review has recommended the adoption of the
proposed fire code ordinance with local amendments. The California Fire Code is being
presented to Council for adoption at the same time as the California Building Codes by
the Building Infrastructure and Transportation (BIT) Department. Work on the adoption
of the Cafifornia Fire Code, along with local amendments, and the California Building
Codes has been done in close coordination with the BIT Department.
Local amendments to the 2010 edition of the California Fire Code and to the Redwood
City Municipal Code in the proposed Ordinance(s) include the following:
