8.0 <br /> Page 9 <br /> commonly used for this purpose and model results were compared to actual field <br /> measurements and found to be precise. <br /> General Plan Land Use and Text Amendment <br /> Minor revisions to the newly adopted General Plan are needed in order to make it <br /> consistent with the land use designations and boundaries of the new Downtown Precise <br /> Plan. Specifically, the amendments include the newly adopted General Plan land use <br /> designations of properties generally located immediately outside and south of the �i <br /> Downtown Precise Plan area from "Mixed Use - Downtown" to "Residential — High � <br /> Density" and from "Mixed Use - Downtown" to "Residential — Medium Density", � <br /> respectively. Revision of two parcels located near the intersections of Walnut <br /> St./Bradford St. and Main St./Bradford St. would be amended from "Mixed Use — ' <br /> Downtown" to "HospitaP'. These parcels have always been part of the Kaiser Hospital <br /> Precise Plan and should be correctly designated as such (see Attachrnent 3). <br /> In addition to these General Plan land use map revisions, text changes to the definition <br /> of "Mixed Use — Downtown" and its related development standards will be required if an � <br /> alternate M.A.D. is adopted. Currently, the development standards are similar to the � <br /> 2007 Maximum Allowable Development caps. Depending on what changes the City '� <br /> Councif makes, these caps may have to be modified in both the new General Plan and ', <br /> the DTPP so that they are consistent with one another. !, <br /> Other Modifications <br /> Besides revisions to M.A.D. and text changes, staff is also proposing limited changes to � <br /> Section 2.0.1 (A) of the Downtown Precise Plan (Applicabi(ity) pursuant to Planning <br /> Commission direction. Properties with valid Planned Development (PD) Permits <br /> present a special case with respect to the application of Downtown Precise Plan (DPP) <br /> requirements to existing uses and structures. Consequently, certain provisions of the <br /> proposed DPP have been modified relating to non-conforming status of existing <br /> buildings, applicable building and design standards, and permissible modifications to <br /> existing structures, to reflect the on-going validity of existing PD Permits. These , <br /> modifications are listed on an errata sheet in the Appendix (Attachment 9). j <br /> Public OutreachlNotification I� <br /> The Draft EIR and Downtown Precise Plan received extensive public review and � <br /> comment. Attachment 7 presents a summary of the planning process and public � <br /> outreach related to the Downtown Precise Plan and EIR since the Draft EIR and P1an <br /> were released in August and September, 2010. <br /> RECOMMENDATION <br /> City consultants and staff have diligently been working on the DTPP and EIR during and <br /> following adoption of the New General Plan. The Plan has been subject to significant <br /> review and to a wide range of outreach to invite the public to participate in the process. <br /> The DTPP is very comprehensive, thoroughly addresses the issues raised by the Court <br /> in 2007, and outlines an effective means for achieving the City's goals with respect to <br /> downtown revitalization and the provision of new housing. The Plan itself is a new kind <br /> of document for the City in that it embodies a comprehensive "form-based" code. At this <br /> 9 <br />
