8.0 <br /> Page 10 <br /> time, staff considers the Draft DTPP, along with recammendations and revisions based <br /> on public comment and staff review, to be ready for adoption as an excellent pfanning <br /> document that will guide and promote exceptional quality development in the <br /> Downtown. <br /> Staff wishes to emphasize that implementation of the DTPP will be done with great care <br /> and the requirements will be fully enforced to ensure the highest quality future <br /> development within the core of the City. The Downtown Precise Plan will prove to be a <br /> most-important implementation tool for Redwood City and represents a crucial land use <br /> decision for this Planning Commission and City Councif. <br /> The Planning Commission recommended the following to the City Council: <br /> 1. Adopt a Resolution to certify the Final Environmental Impact Report (Final EIR) <br /> prepared for the Downtown Precise Plan, subject to implementation of the EIR <br /> mitigation measures; make findings of fact regarding mitigation measures, <br /> alternatives, and statement of overriding considerations; adopt the Mitigation <br /> , Monitoring and Reporting Program (MMRP) prepared for the project, based on the <br /> City Council findings: <br /> 2. Adopt a Resolution to approve the Downtown Precise Plan with modifications set <br /> forth in Alternatives 4 and 5. <br /> 3. Adopt a Resolution to amend the General Plan Land Use Map and Text. <br /> 4. Introduce an Ordinance to rezone the Downtown Precise Plan Area from numerous <br /> retail, residential and mixed use residential Zoning designations to the Planned <br /> Community District ("P"). <br /> ALTERNATIVES <br /> • Do not certify the Final EIR and direct staff to conduct further analysis and, <br /> depending on the changes, consider re-circulation of the EIR. <br /> • Do not adopt the DTPP and direct staff to make revisions to the Plan and re-submit <br /> to the Planning Commission. (If revisions are significant, additional CEQA review <br /> may be required and may result in recircula#ion of the EIR). <br /> • Adopt the DTPP pursuant to the original project as evaluated in the EIR or pursuant <br /> to another alternative such as 2, 3, or a combination of alternatives other than <br /> Alternatives 4 and 5 as recommended by the Planning Commission. <br /> FISCAL IMPACT <br /> The preparation of the Downtown Precise Plan and Final EIR was funded by the <br /> Redevelopment Agency budget. The budget paid for staff's time, the EIR consultant <br /> and attorney fees. The Downtown Precise Plan is expected to stimulate private <br /> investment into the Downtown as developers take advantage of the progressive nature <br /> of the Plan, the completed EIR, and the certainty behind the Plan. In return the City will <br /> achieve the Plan's vision of reviving the heart of Redwood City. <br /> 10 <br />
