8.0
Exhi 67
Impact 6b. Light and Glare Impacts. Future development within the DPP
area, and an expected overall increase in the intensity of development in the
area, would result in additional lighting and increased light emanating from
the area. The required compliance with Title 24 lighting power allowances
will adequately control unnecessary brightness of lighting, debilitating glare,
and sky glow. Therefore, the light and glare impacts of the DPP are less than
significant.
Impact 6c. Shadaw Impacts. The DPP wouId allow taller buildings in some
parts of the downtown, particularly at the center of the DPP area, increasing
allowed heights by up to 3 stories or 36 feet to a maximum height of 12
stories. The potential development of new, taller buildings could result in an ,
increase in shadows cast by development. However, extensive and detailed
studies conducted by the City regarding potential shadow impacts demonstrate
that full build-out permitted by the DPP to the maximum building envelopes
allowed by the Plan's reguiations would not cause any shadow-sensitive uses
and spaces to be more than 50 percent in shadow at 12:00 p.m. PST on the
Spring Equinox, and thus would not substantially degrade the quality of the
light and shadow environment nor cause substantial adverse effects on human
beings. Therefore, the shadow impacts of development under the DPP are Iess
than significant.
8 PubIic Services
Impact 8a. Police Facility Needs. The realization of full build-out under
the DPP could increase demand for police services and potentially require the
construction of new facilities. However, the DPP itself is a planning
document which does not approve or permit any new development. Until
future development projects are proposed, assessment of these needs would be
speculative. In addition, the DPP does not approve the construction of new
police facilities. This impact is therefore less than significant.
Impact 8b. Fire and Emergency Medical Service Facility Needs.
Anticipated build-out of downtown under the proposed DPP would increase
demand for fire protection services, could create the need for additional fire
protection personnel, equipment and facilities. However, the DPP itself is a
planning document which does not approve or permit any new development.
Until future development projects are proposed, assessment of these needs
would be speculative. In addition, the DPP does not approve the construction
of new facilities. This impact is therefore less than significant.
Impact 8c. Parks and Recreational FaciIities Impacts. The potential
addition of 5,500 new residents resulting from the 2,500-unit residential
component of the DPP would increase demand for convenient parks and
recreational facilities in the vicinity of the DPP area. However, the DPP is a
planning document that does not approve or permit any new park or recreation
facilities. Until future development projects are proposed and additional,
S:IKFSOLUTIONS1Reso. Z092 CEQA Findings for DPP Exhihit B.doc 7
120I]
