Hazardous Materials Near Schools. There are no schools <br /> located within the DPP area but there are a number of schools located within <br /> approximately one-quarter mile of the DPP area. Development within the <br /> DPP area could involve the transport, storage and use of hazardous materials <br /> within one-quarter mile of these schools. However, the DPP is a planning <br /> document that does not proposed, approve or permit any new, parcel-specific <br /> development. In addition, the application and enforcement of existing <br /> General Plan policies and federal, State and local regulation and oversight of <br /> hazardous materials, is expected to minimize the potential threat to schools <br /> from hazardous materials transport, use or disposal or from the risk of upset <br /> and accident conditions involving the release of hazardous materials. <br /> Therefore, the DPP's potential impact relating to the transport, use or disposal <br /> of hazardous materials near schools is expected to be less than significant. <br /> Impact 14d. Exposure to Existing Hazardous Materials Contamination. <br /> Construction activity relating to development contemplated by the DPP could <br /> reveal soil or materials contamination and expose construction workers to <br /> existing spilled, leaked, or otherwise discharged hazardous materials or <br /> wastes. However, the DPP is a planning document that does not propose, <br /> permit or approve any new parcel-specific development. Moreover, <br /> application and enforcement of local, state, and federal rules and regulations <br /> relating to contamination assessments, remediation, removal, and disposal <br /> requirements for soil, surface water, and/or groundwater contamination. Until <br /> future development projects are proposed, however, any assessment of <br /> potential contamination and required mitigatian would be speculative. <br /> Therefore, any potential impacts from the Project relating to exposures to <br /> hazardous materials and contamination are expected to be less than <br /> significant. <br /> Impact 14e. Potential Asbestos and PCB Exposure. Removal or <br /> disturbance of asbestos-containing material (ACM) and/or transformers <br /> during alteration, renovation, or demolition of e�.isting structures w�thin the <br /> DPP area could expose construction workers and the general public to friable <br /> asbestos and/or PCBs. However, the DPP is a planning document that does <br /> not propose, approve or permit any building alterations, renovations or <br /> demolitions. In addition, as a condition of alteration, renovation, or <br /> demolition permit approval for buildings within the DPP area, the City would <br /> routinely require the individual project applicant to coordinate with the <br /> BAAQMD to detennine if asbestos or PCBs are present.
