8.0 Exh�� 79 potentially significant impacts will be rendered less than significant by the mitigation measures described and discussed below; and (ii) for those impacts that will not be rendered less than significant by such mitigation measures, there are overriding considerations that make those impacts acceptable to the City. 7 Cultural and Historic Resources Impact 7-1: Impacts on Archaeological Resources. Given that the DPP area is located on alluvial soils, on the margin of San Francisco Bay, near former wetlands, and along Redwood Creek and its tributaries, there is a high potential for new development facilitated by the DPP ta disturb unrecorded archaeotogical resources. This possibility represents a potentially significant impact. a) Potential Impact. The impact identified above is described and discussed on page 7-33 of the DEIR. b) Mitigation Measures. FEIR Mitigation Measure 7-1 (p. 7-34 to 7-35 of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation Monitoring and Reporting Program. c) Findings. Based on the FEIR and the entire record before the City, the City Council finds that Mitigation Measure 7-1 would reduce the impacts to archaeological resources to a less than significant level because the mitigation measures require that (i) prior to the issuance of grading permits within the DPP construction crews be trained regarding the possible presence and identification of cultural resources and regarding laws and procedures for protecting cultural resources, (ii} that work be stopped if archaeological resources are discovered on the construction site, (iii) a qualified archaeologist be retained to evaluate the significance of discovered resources, and (iv) appropriate steps be taken to avoid, protect and preserve such resources as described in Mitigation Measure 7-1. Impact 7-2: Impacts of Development on Properties that Contain Historic Resources. DPP permitted future develogment on properties within the DPP area that contain a historic resource may cause the demolition, destruction or alteration of, or an addition to, a historic resource such that the significance of the resource is "materially impaired." The DPP identifies seven of the 47 historic resources within the DPP area as historic properties which are allowed to be altered, relocated or removed. The removal or alteration of one or more of these historic resources such that the significance of the resource is "materiall,y innpaired" would constitute a significant impact under CEQA. a) Potential Impact. The impact identified above is described and discussed on pages 7-35 to 7-36 of the DEIR. b) Findings.
