8.0 <br /> Exh�3� 8� <br /> Mitigation Measure 7-2 (pages 7-37-7-39 of the DEIR) because the measure <br /> requires that for any discretionary project that may have a potentially significant <br /> adverse effect on a historic resource with the DPP area the project applicant shall, <br /> to the extent feasible: (i) assure that the project adheres to either or both of the <br /> standards promulgated by the Secretary of the Interior for (a) the Treatment of <br /> Historic Properties with Guidelines for Preserving, Rehabilitating, Restoring, and <br /> Reconstructing Historic Buildings or (b) Rehabilitation and Guidelines for <br /> Rehabilitating Historic Buildings (1995), Weeks and Grimmer; (ii) if adherence to <br /> those standards is not feasible, the historic resource shaIl be relocated; (iii) if <br /> relocation is not feasible, the applicant shall first, document the historic resource; <br /> second, retain and reuse the historic resource; third, salvage character-defining � <br /> features for reuse on-site; or fourth, interpret the historical significance of the <br /> resource through a permanent ekhibit in a publicly accessible location onsite or <br /> elsewhere in the DPP area. However, given the uncertainty with respect to the <br /> condition of and circumstances surrounding the historic resources at the time <br /> future development projects are proposed, and without knowing the specific <br /> design characteristics of such future development proposal, the City cannot <br /> determine with certainty that Mitigation Measure 7-2 would reduce the DPP's <br /> potential impacts on historic resources to a less than significant level. Therefore, <br /> this impact remains significant and unavoidable. <br /> (ii) Remaining Impacts. Because there are no feasible mitigation <br /> , measures available to mitigate the significant impact identified above, this impact <br /> is considered significant and unavoidable. <br /> (iii) Overriding Considerations. The environmental, social, <br /> ecanomic and other benefits of the DPP override the significant adverse impacts <br /> of the DPP relating to historic resources described above, as set forth in the <br /> Statement of Overriding Considerations below. <br /> Impact 7-3: Impacts on Historic Districts. Future development in the DPP <br /> area on properties within or adjacent to a designated or potential historic district <br /> may materially alter the physical characteristics that convey its significance and <br /> that justify its inclusion in the California Register or its local designation. Such an <br /> adverse change to a CEQA-defined historic resource would constitute a significant <br /> impact. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 7-39 to 7-40 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 7-3 (p. 7-40 <br /> of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation <br /> Monitoring and Reporting Program. <br /> c) Findings.
