8.0 <br /> Exhi�� 82 <br /> prior to the issuance of grading or demolition permits, the City, in coordination with a <br /> qualified paleontologist, shall assess individual development project proposals within the <br /> DPP area for the potential to destroy or damage unique paleontological resources. Should <br /> the paleontologist determine that the proposal has the potential to damage paleontological I <br /> resources, the paleontologist shall provide to the City detailed procedures for the i <br /> avoidance or preservation of these resources, or for complete data recovery concerning ', <br /> the resources. ' <br /> S Public Services <br /> Impact 8-1: Emergency Response and Evacuation Impacts. Traffic from <br /> future development under the DPP would create additional traffic congestion on <br /> local roads, possibly interfering with emergency response or evacnation of the area <br /> by the RCPD, and thereby indirectly interfering with emergency response or <br /> evacuation plans. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on page 8-3 of the DEIR. <br /> b) Mitigation Measures. FEIR Mitigation Measure 8-1 (p. 8-3 of the DEIR) <br /> is hereby adopted and will be implemented as provided in the Mitigation Monitoring and <br /> Reporting Program. <br /> c) Findings. Based on the FEIR and the entire record before the City, <br /> the City Council finds that Mitigation Measure 8-1 will reduce impacts on emergency <br /> response and evacuation to less than significant levels because it will require the City to <br /> implement signal detectors at selected intersections as needed to provide priority traffic <br /> signal timing for emergency response vehicles, with fair share participation in the cost of <br /> implementation by new development in the DPP area. <br /> 9 Transportation and Circulation <br /> Impact 9-1: Project Impact on El Camino ReaUWhipple Avenue Intersection. <br /> Under Project Conditions during the PM peak hour, this intersection would <br /> continne to operate at unacceptable LOS F. The additional project traffic would <br /> cause the critical delay to increase by more than five (5) seconds. <br /> a) Potential Impact. The impact identified above is described and discussed <br /> on pages 9-38 to 9-48 of the DEIR. <br /> b) Findings. Based on the FEIR and the entire record before the City, the <br /> City Council finds that: <br /> (i) Mitigation Measures. This impact could be mitigated as <br /> described in Mitigation 9-1 (p. 9-48 of the DEIR) with the addition of an <br /> exclusive eastbound left turn lane on Whipple Avenue and the conversion of the <br /> eastbound shared left through lane on Whipple Avenue into an exclusive through <br /> lane.
