8.0 Ex1��3 12 Air Quality Impact 12-1. Toxic Air Contaminant and PM2,5 Exposure Impacts. Future development in accordance with the DPP would expose sensitive receptors to toxic air contaminants (TACs) and particulate (PMZi). The DPP does not contain special overlay zones around potentiat sources of TACs and PMZS. a) Potential Impact. The impact identified above is described and discussed on pages 12-18 to 12-20 of the DEIR. b) Mitigation Measures. The City's New General Plan adopted in October, 2010 includes policies and programs that prevent new development from exposing sensitive receptors to significant TAC levels or odors. Policy PS-2.6 requires sensitive receptors within 500 feet of U.S. 101, El Camino Real, and Woodside Road to incorporate design and construction features that reduce exposure to below BAAQMD significance thresholds. Program PS-7 amends the Municipal Code and other regulations to require mitigation measures that protect sensitive receptors from common sources of air pollution, such as high volume roadways. Program PS-8 requires projects that include siting of new sensitive receptors within 500 feet of freeways to analyze the potential health risks, and to reduce odor or TAC impacts to comply with BAAQMD standards. c) Findings. Based on the FEIR and the entire record before the City, the City Council finds that specific policies and programs adopted in the City's New General Plan would reduce this impact to a less than significant level because they would require that future development projects in the City be evaluated pursuant to the applicable BAAQMD CEQA Guidelines in effect at the time the City commences the air quality evaluation for those projects, thereby ensuring that appropriate buffer zones or other appropriate strategies are implemented around existing and planned sources of TACs and reducing exposure of sensitive receptors to TAC emissions. Impact 12-2. Odor Impacts of Mixed-Use Develogment. Development facilitated by the proposed DPP could result in food service uses (e.g., restanrants) in close proximity or in the same building as residential or other odor-sensitive uses. Such food service uses can generate odors as a result of cooking processes and waste disposal. Char broilers, deep-fryers, and ovens tend to prodnce food odors that can be considered offensive to some people, and food waste can putrefy if not properly managed. a) Potential Impact. The impact identified above is described and discussed on page 12-21 of the DEIR. b) Mitigation Measures. FEIR Mitigation Measure ] 2-2 (p. 12-21 of the DEIR) is hereby adopted and will be implemented as provided in the Mitigation Monitoring and Reporting Program. c) Findings.
