Flooding Impacts Related to Sea Level Rise. The DPP area could be subject to flooding due to sea level rise associated with global climate change. With increased flooding potential in the future, development in accordance with the DPP could place people, structures and other improvements at an increased risk of injury or loss from flooding. a) Potential Impact. The impact identified above is described and discussed on pages 13-22 to 13-23 of the DEIR. b Findin s. Based on the FEIR and the entire record before the Cit , the ) g Y City Council finds that: (i) Mitigation Measures. Mitigation Measure 13-1 (page 13-23 of the DEIR) could reduce the impact of flooding due to sea level rise by requiring that the City prepare strategies to respond to the impact of flooding, landslides and soil erosion in the DPP area, as well as on the City's levee system. However, given the unprecedented nature of and considerable uncertainty regarding this emerging issue, it cannot be reasonably concluded that mitigation measure 13-1 would reduce this potential impact to a less-than-significant level. Therefore, the impact of the DPP related to flooding caused by sea level rise would remain significant and unavoidable. (ii) Remaining Impacts. Because there are no feasible mitigation measures available to mitigate the significant impact identified above, this impact is considered significant and unavoidable. (iii) Overriding Considerations. The environmental, social, economic and other benefits of the DPP override the significant adverse impacts of the DPP relating to flooding due to sea level rise as set forth in the Statement of Overriding Considerations below. 15 Biological Resources Impact 15-1: Impacts on Special-Status Species and Sensitive Natural Communities. Future DPP-facititated development adjacent to Redwood Creek may result in the loss of special-status northern coastal salt marsh community and special-status species. a) Potential Impact. The impact identified above is described and discussed on page 15-13 of the DEIR. b) Mitigation Measures.
