i <br /> 6.1 C <br /> Page 1 <br /> REP�RT <br /> To the Honorable Mayor and City Council and <br /> The Redevelopment Agency Board <br /> From the Cit Mana er and Executive Director <br /> January 24, 2011 <br /> SUBJECT <br /> Amendment #1 with Wagstaff/MIG for Professional Consulting Services for the <br /> Downtown Precise Plan <br /> RECOMMENDATION <br /> Approve Amendment #1 by motion, to increase the contract amount by $86,503.02 for <br /> environmental consulfiing services with Wagstaff/MIG for preparation of a new <br /> Environmental lmpact Report (EIR) for the Downtown Precise Plan. This amount is in <br /> addition to $17,883 in contingency funds that were also previously authorized in the <br /> original EIR budget upon approval of the City Manager. <br /> BACKGROUND <br /> On July 13, 2009, the Redevelopment Agency entered into an agreement with <br /> Wagstaff/MIG to rewrite the Environmental Impact Report (EIR) for the Downtown <br /> Precise Plan. On December 14, 2010 the Planning Commission recommended to the <br /> City Council that the Final EIR be certified. That document will now be considered by <br /> the City Council for certification at its January 24, 2011 meeting. <br /> The planning consultant is requesting additional compensation to pay for supplemental <br /> EIR analysis including work up to and including Final EIR certification. The additional <br /> work includes: additional shadow impact evaluation; collaboration and coordination of <br /> new historic resource survey information; review of several City Downtown Precise Plan <br /> updates; additional analysis of alternatives; editorial reformatting; attendance at Historic <br /> Resources Advisory Committee (HRAC) meetings and incorporation of HRAC <br /> comments. This work had to be completed by the consultant prior to the Amendment <br /> #1 so that the project could meet important deadlines for public and City Council review. <br /> This amendment will allow the funding to catch up to the work actually completed. <br /> The original ElR agreement prepared in 2009 was in the amount of $178,826 and the <br /> consultant is now requesting additional funds due to the needed supplemental analysis <br /> described abave. Pfease see the attached letter dated December 17, 2010 from <br /> Wagstaff/MIG. Specifically, the additional work cost the city $86,503.02 in addition to <br /> $17,883 in contingency funds that were approved in the original EIR approved budget. <br /> The total aggregate amount of the Agreement and Amendment #1 is $265,329.02, <br /> excluding the contingency amount of $17,883. There have been no other previous <br /> amendments to this agreement. The additiona! funds will be made available from <br /> Redevelopment capital project funds. <br />
