6.1 D Page 1 REPORT To the Honorable Mayor and City Council From the Cit Mana er January 24, 2011 SUBJECT Award of Contract — Sanitary Sewer and Storm Replacement Project (Manzanita St., Shasta St., Spruce St., Heller St., and Pine St.) RECOMMENDATION Approve, by motion, the contract documents and award the standard form contract for the Sanitary Sewer and Storm Replacement Praject to Robert F. Enz Construction, Inc. of Hollister, California for their responsive and responsible low bid of $1,116,405.00 and authorize the City Manager to increase the contract amount, if necessary, up to 10% of the amount awarded. BACKGROUND The city systematically replaces sections of aging infrastructure to ensure the continued reliability of the system. Each year, staff from Building, Inftastructure and Transportation and Public Works Services departments identify pipelines that required excessive maintenance or experienced repeated service disruptions and target those pipelines for improvement. The city completed the Sewer Master Plan in 2008 which evaluated the viability of the collection system based on capacity limitations. Thirteen (13) replacement projects (approximate total cost $38 million over the next decade based on estimates conducted in 2008) are currently identified by the master plan to mitigate existing capac'rty limitations during peak wet weather flows. The proposed sanitary sewer replacement project is identified as Priority 1 in the Sewer Master Plan and will relieve the "bottleneck" and improve the condition of the coll"ection system. The project will replace approximately 1,558 linear feet of 6-inch vitrified clay pipe (VCP) sewer main with new 8-inch polyvinyl chloride pipe (PVC), 616 linear feet of 12-inch VCP sewer main with new 18-inch PVC, and 1,717 linear feet of 16-inch VCP sewer main with new 18-inch PVC. The storm drain project is included in the same package because the project is within the same vicinity as the sanitary sewer replacement project. The proposed improvement is designed to alleviate ponding of storm water on Shasta Street. Twelve (12) bids were received at the bid opening on January 5, 2011 and are summarized below.
