<br /> Substantiation: Robert F. Enz Construction, Inc. is the lowest responsive and responsible bidder.
<br /> The low bid of $1,116,405.00 submitted by Robert F. Enz Construction, Inc. is
<br /> approximately 19.5% lower than the enginee►'s estimate of $1,387,000. City staff
<br /> reviewed the references provided by Robert F. Enz Construction and contacted the
<br /> agencies/companies to evaluate their pertormance and responsiveness for similar type
<br /> projects. Based on the bids received and discussion with references provided, staff
<br /> believes that the low bid is reasonable and recommends awarding the contract to
<br /> Robert F. Enz Construction.
<br /> Construction is expected to begin in March 2011 and conclude within 135 calendar
<br /> days. The city will give notice to all residents and businesses that might be affected by
<br /> the construction. Additionally, the contractor is obligated to provide notice to area
<br /> residents and businesses two weeks prior to the start of work on each street and/or two
<br /> days prior to any interruption of sanitary sewer service. Signage that contains project
<br /> information will be posted at the construction sites and construction updates will be
<br /> available on the city's website.
<br /> ALTERNATIVES
<br /> Council may choose not to award the contract and direct staff to redesign and/or rebid
<br /> the project. Continued deterioration of the sewer main in the project area will increase
<br /> replacement costs and may result in sewer overflows that could interrupt service,
<br /> damage roadways and/or private property.
<br /> F(SCAL IMPACT
<br /> Funds for these sewer and storm drain improvements were approved and appropriated
<br /> in the Fiscal Year 2010/11 budget as Sewer Fund Capita! Projects -- Collection System
<br /> Replacemenf Program which has an available bafance of $787,597.91 and as Capital
<br /> Fund Project — Storm Drain Collection System Construction which has an available
<br /> balance of $671,320.39. Balances are as of December 31, 2010.
<br /> ENVIRONMENTAL REVIEW
<br /> As the lead agency, City of Redwood City has determined that the Sanitary Sewer and
<br /> Storm Replacement Project (Manzanita St., Shasta St., Spruce St., Heller St., and Pine
