14. Policy Consistency <br /> Demonstrate that the project is consistent with policy documents. For each document or policy <br /> directive cited, list name of document, publication date, and page upon which project can be <br /> found. See Guidelines for suggested documents and where they can be found. <br /> Many local and county planning documents have not been updated recently enough to <br /> incorporate the specific shuttle project and supportive projects into their guiding and <br /> implementing policies. The proposed project is consistent with specific and general <br /> policies from the following local and county planning documents: <br /> • SMCTA Expenditure Plan (2004) — Goal 1.A. "Reduce Commute Corridor <br /> Congestion," to improve mass transit serving the County through investments in <br /> Caltrain, BART, ferries and local shuttle services (p5) and Project Description A.2. <br /> "Local Shuttle Service," to prioritize funding for local shuttle services which connect <br /> with Caltrain, BART, and future ferry terminals (p10). <br /> • San Mateo Countywide Transportation Plan 2010 — Executive Summary (2001) <br /> - Pg 1 -20 — Key TSM Policies: Expand Caltrain...shuttle service to employment sites to <br /> meet demand; Develop a stable reliable source of funding for shuttle bus services; and <br /> Expand and enhance outreach efforts to increase employer participation and financial <br /> support in shuttle bus services. <br /> • Redwood City General Plan (1993) - Circulation Element, Pg 7 -1, Goals "Redwood <br /> City's Circulation Goal is to: Maintain and improve Redwood City's transportation system <br /> to the mutual benefit of motor vehicles, public transportation, bicycles, and pedestrians, <br /> while reducing automobile usage by enhancing the attractiveness of alternative <br /> transportation modes." <br /> • Redwood City General Plan (2010 Draft Review) - A shuttle element is expected to <br /> be specifically cited in the proposed revised General Plan currently under review as items: <br /> i. BE - 27.7: Pursue expanding the community - serving shuttle program to <br /> access neighborhoods throughout Redwood City;" <br /> ii. "BE 27.8: Consult with employers and transit providers to establish and <br /> maintain shuttle service serving major vehicle trip - generating destinations in <br /> the City." <br /> • Americans with Disabilities Act (1998) — 36 CFR Part 1192, Americans with <br /> Disabilities Act Accessibility Guidelines for Transportation Vehicles, Subpart B - <br /> Shuttles, Vans, and Systems and Section 12132 of Americans with Disabilities Act <br /> of 1990 with ADA Amendments Act revisions of 2008 — "Discrimination," no <br /> qualified individual with a disability shall, by reason of such of such disability, be <br /> excluded from participation in or be denied the benefits of services, programs, or <br /> activities of a public entity, or be subjected to discrimination by any such entity <br /> (p16). <br /> SMCTA Measure A - Local Shuttle Program Call for Projects Page 6 of 16 <br /> Application Document (March 31, 2010) <br />
