15. Readiness Demonstrate project readiness: a. Discuss public planning process that resulted in project development: Planning Process — The Redwood City Mid Point Shuttle was developed in a public planning process over a two year period beginning in 2005. Multiple meetings were held where stakeholders provided their input to how the shuttle service should be crafted. Stakeholders included representatives from: City of Redwood City, Fair Oaks Community Center, Peninsula Traffic Congestion Relief Alliance, Redwood City Parks & Recreation Department, Redwood City Senior Affairs Commission, SamTrans, and the Veterans Memorial Senior Center. The service area map is attached. The service began in April 2007 and has shown strong ridership gains annually as the service area is redeveloped. The shuttle currently operates approximately 6:30a — 9:30a and 3:30p — 6:45p during the workweek excluding holidays. The shuttle operates approximately every 30 minutes meeting trains at the Redwood City Caltrain Station. In 2009, the service transported 17,986 boardings (a 43.9% increase over 2008) at a per rider cost of $5.24. A net 14,594 SOV trips were eliminated from San Mateo County area roadways due to the shuttle representing an estimated net savings of 344,366 vehicle miles. The shuttle operates 32 service miles per day. Parking Company of America, LLC is the service provider with this route's vehicle housed at their East Palo Alto yard for storage and maintenance. The service utilizes a late model, unleaded gas operated 24- passenger vehicle for reduced emissions and is equipped with a wheel -chair lift for ADA accessibility. The Peninsula Traffic Congestion Relief Alliance ( "Alliance ") manages the service on behalf of the city. They make service adjustments as necessary based on rider feedback and annual employer surveys. The Alliance acts as a "call center" for rider questions or comments and is an intermediary between the employers, ridership and service provider when issues arise. Beginning in FY 10/11, the Alliance intends to have processes in place to collect the remaining data necessary to meet the reporting requirements for this grant. Funding Plan — To support the shuttle service expenses, an employer group financially contributes to the commute hour Caltrain shuttle service in addition to the City of Redwood City. To date, the city has a 20% internal employer contribution target, which the Alliance strives to exceed annually. The eventually goal is to have at least 50% employer contributions to reduce the city's subsidy expenses. City developer fees and annual grant applications make up the balance of the service revenue. Vehicle — The vehicle used for this service would be a late- model, gasoline - powered, 21- person cut - away shuttle provided by the Peninsula Traffic Congestion Relief Alliance. The Alliance has contracted with Parking Company of America as the service provider for this project. Vehicle maintenance facilities and storage facilities are located at 160 Demeter, East Palo Alto. The Alliance would manage the administration, operation, oversight, maintenance, storage, public information, and monitoring components of this project through existing mechanisms, processes, and plans to deliver the same for existing shuttles services under the Alliance's purview.
