1.2 Required Approvals. Prior to commencement of the Project, CITY shall obtain or <br /> cause its consultant to obtain all required local, state and federal approvals and permits <br /> for Project work. In addition, CITY shall comply with all federal, state and local laws <br /> and regulations applicable to the Project which may include, but are not limited to, <br /> funding requirements for grantees under the American Recovery and Reinvestment Act. <br /> 1.3 Contract Award and Change Orders. The CITY shall comply with state and local <br /> agency requirements for the award of any contract(s) for the performance of the Project <br /> and any change orders. As the Project proceeds, the CITY shall advise the TA of any <br /> contracts awarded and any change orders issued to any contract as part of the regular <br /> progress reporting requirements (Section 1.4). Notice of any contract and change orders <br /> provided to the TA shall not constitute approval by the TA of the change order nor <br /> obligate the TA to provide funds in excess of its maximum contribution stated in Section <br /> 2.1 of this Agreement. <br /> 1.4 Progress Reports. CITY shall prepare and submit to the TA annual progress reports <br /> by July 31 of each year during the entire term of the Project. Reports shall be presented <br /> in the form provided as Exhibit B, "Progress Report Form," which is attached to this <br /> Agreement and incorporated herein by this reference. The reports shall describe the <br /> current status of the Project and describe the work performed during the previous year. <br /> The reports shall address key performance indicators, as applicable, such as: <br /> • Annual Budget <br /> • Expenses and Revenues <br /> • Service — routes, schedule, and frequency <br /> • Service — ridership <br /> • Effectiveness: <br /> o Revenue vehicle hours <br /> o Revenue vehicle miles <br /> o Cost/Hour <br /> o Cost/Rider <br /> o Farebox recovery <br /> o On -time performance <br /> o SOV and VMT reduction <br /> o LOS and delays on arterials or highways <br /> o Total trip times <br /> o Response times for emergency vehicles <br /> o Number of program users and employer participation <br /> o Safety <br /> • Customer complaints <br /> • Total TA funding share <br /> 2 <br /> San Mateo County Transportation Authority/ <br /> Redwood City: Redwood City Mid Point Caltrain Shuttle <br />
