5.3 Section —Warrants (301) <br />A. Approve warrants dated through May 12, 2003 and usual and necessary payments <br />through May 19, 2003; MINUTE ORDER 03.113 <br />Vice Mayor Ira left the dais due to a conflict of interest involving his client owning property <br />adjacent to the Retail /Cinema Project <br />6. STUDY SESSION: <br />Joint Study Session to Review Concept Plans for Retail /Cinema Project <br />( Continued from March 27, 2003) <br />Redevelopment Manager Moeller began the session and stated that direction was <br />being sought from Council on whether the design is of the quality that Redwood City <br />deserves and if the design fits comfortably into the overall context of downtown <br />Redwood City. <br />Michael Freedman presented the streetscape design and Field Paoli presented the <br />building design. <br />Public Comment: <br />Roy Yost stated that he is impressed with the plan and asked that the drop -off area be <br />protected to alleviate confusion and congestion. <br />ARC Members, Planning Commission Members and Council Members all made <br />comments on the plan relating to details such as the use of brick in the building, palm <br />trees and a protected drop -off area for the theatre. The next step in the process will be <br />for the applicant to make a formal submittal of the design to the City where the <br />application will go through the formal review by the Planning Commission and <br />Architectural Review Board. <br />7. Matters of Council Interest <br />A. Legislation (information only) — This sub - section involves possible discussion of City <br />Position on Proposed Legislation described in the League of California Cities Priority <br />Focus Bulletin No. 18 -2003.
