~C:djg-c 6/18/82 <br /> <br /> This Council acknowledges that additional or supplemental <br />environmental reports may be prepared as specific projects are <br />planned pursuant to the Redevelopment Plan. <br /> <br /> With respect to any impact which cannot be fully mitigated <br />or for which mitigation measures are outside the control of the <br />Agency or the City of Redwood City, this Council hereby finds <br />that the benefits of the proposed Redevelopment Plan outweigh <br />avoidable environmental risks. The overriding benefits con- <br /> <br />sidered by the Council in making this finding are as follows: <br /> (a) Redevelopment of the Project Area as contemplated <br /> is in accordance with the General Plan of the City of <br /> Redwood City. <br /> <br /> (b) Redevelopment of the Project Area will create <br /> additional employment opportunities and increase the <br /> property and sales tax base of the City of Redwood <br /> City. <br /> <br /> (c) Redevelopment of the Project Area will enhance the <br /> commercial and industrial vitality of the City of Redwood <br /> City, achieve the purposes set forth in Section 1 of this <br /> Ordinance, and encourage concentration of employment and <br /> activities in the community over a smaller area causing <br /> less travel and increased convenience to the citizens of <br /> the City of Redwood City and to the persons employed by <br /> industries in the Project Area. <br /> <br /> (d) The benefits of redevelopment of the Project Area <br /> outweigh the costs for total mitigation of unavoidable <br /> impacts. <br /> <br /> 12 <br /> <br /> 1862 <br /> <br /> <br />
