A copy of the DEIR will also be provided to the City in PDF format, for posting on the City's <br /> website if requested. Copies of the DEIR sent to the State Clearinghouse will be sent in electronic <br /> format to reduce production and shipping costs. <br /> Notices of Completion and Availability <br /> DJP &A will prepare the Notice of Completion (NOC) and submit it with the DEIR to the State <br /> Clearinghouse. The Notice of Availability (NOA) will be submitted to the County Clerks office and <br /> mailed to any residences and businesses on the City's distribution list. An electronic copy of the <br /> NOA will be provided for posting on the City's website if requested by City Staff. <br /> 4. Final EIR <br /> After the mandatory 45 -day circulation period, we will prepare for review by City staff a draft Final <br /> EIR that will include responses to all comments received by the City and appropriate revisions to the <br /> text of the DEIR. This scope assumes that no more than the equivalent of 20 pages of substantive <br /> comments will be received on the Draft EIR. If more comments are received, we can provide <br /> assistance in responding to them on a time and materials basis, upon your authorization. This scope <br /> assumes that no new technical analysis would be required to respond to comments. This scope does <br /> not include the work that might be required for recirculation of all or part of the EIR, should the City <br /> determine that to be necessary. <br /> After making revisions requested by the City, we will print a sufficient number of copies of the Final <br /> EIR for distribution. This scope of work assumes no more than 35 copies will be required. <br /> 5. Technical Reports <br /> The EIR will discuss the environmental issues stemming from the site location and will reflect the <br /> information in technical reports prepared by subconsultants. The technical work to be completed for <br /> the proposed project is outlined below. <br /> Historic Resources <br /> Based on the RFP, it is our understanding that City staff believes the original Mel's Bowl sign may <br /> have some historic value but that the bowling alley itself is not historic. The EIR will address <br /> historic resources impacts from the proposed project, based on an analysis prepared by Carey & <br /> Company, Inc. Due to the age of the building and our experience with other mid - century bowling <br /> alleys, the historic analysis will need to address the building as well as the sign. The analysis will <br /> include preparation of DPR forms for the subject property. <br /> In addition to the subject property, the analysis will also look at adjacent and nearby structures to <br /> determine if they have any historic value and whether or not the proposed project would impact the <br /> integrity of these structures. An initial site visit and archival search will determine the extent of the <br /> analysis required. If it is determined that none of the adjacent or nearby buildings have any historic <br /> value, then DPR forms will only be prepared for the project site. <br /> If significant impacts are identified, based on the technical analysis, mitigation measures (including <br /> but not limited to retention, relocation, salvage, or recordation) will be identified. <br /> MID <br /> ®® <br />
