6.3A <br /> Page 1 <br /> REPORT <br /> To the Honorable Mayor aor. n <br /> and City tY Council <br /> From the City Manager <br /> March 7, 2011 <br /> SUBJECT <br /> Regional Housing Needs Allocation (RHNA) Process and Sustainable <br /> Communities Strategy (SCS) <br /> RECOMMENDATION <br /> Adopt Resolution authorizing the City of Redwood City to become a member of a <br /> Countywide Sub - Region, an entity that would locally administer Association of <br /> Bay Area Government's (ABAG's) Regional Housing Needs Allocation Process <br /> (RHNA) as part of the regional Sustainable Communities Strategy (SCS). <br /> BACKGROUND <br /> SB 375, also known as California's Sustainable Communities Strategy and <br /> Climate Protection Act, was adopted in August 2008. SB 375 calls for the <br /> integration of transportation, land use, and housing planning and also establishes <br /> the reduction of greenhouse gas (GHG) emissions as one of the main goals for <br /> regional planning. Key goals of SB 375 include the demonstration that there are <br /> areas within the region to house our population at all income levels and to reduce <br /> vehicle miles traveled (VMT) attributed to people living just outside of the region <br /> and commuting to jobs within the Bay Area. <br /> Sustainable Communities Strategy (SCS) <br /> The SCS integrates several existing planning processes and is required to <br /> accomplish the following objectives: <br /> • Provide a new 25 -year land use strategy for the Bay Area that is realistic and <br /> identifies areas to accommodate all of the region's population, including all <br /> income groups; <br /> • Forecast a land use pattern, which when integrated with the transportation <br /> system, reduces greenhouse gas emissions from automobiles and light trucks <br /> and is measured against our regional target established by the California Air <br /> Resources Board (GARB); <br /> • Create a Regional Transportation Plan (RTP) that supports a future <br /> sustainable land use pattern with appropriate transportation investments; <br /> • Create an EIR for the SCS and RTP. <br /> The Association of Bay Area Governments and Metropolitan Transportation <br /> Commission (MTC) are primarily responsible for implementing SB 375 for the <br /> Bay Area as follows: <br />
