6.3A <br /> Page 2 <br /> • Prepare a Sustainable Communities Strategy (SCS). The SCS will meet a <br /> State - determined regional GHG emission reduction target if it is feasible to do <br /> so (7% by 2020 and 15% by 2035 per capita reduction); <br /> • Prepare an Alternative Planning Strategy (APS) if the SCS is unable to meet <br /> the regional target; <br /> • Integrate ABAG's planning processes, in particular assuring that the Regional <br /> Housing Needs Assessment (RHNA) is consistent with the SCS /APS, at the <br /> jurisdictional level; <br /> • Encourage sub - regional as well as jurisdictional participation in the SCS /APS <br /> development, and facilitate any RHNA sub - regions formed by local <br /> jurisdictions; <br /> • Develop a substantial public participation process involving all stakeholders. <br /> Redwood City's contribution to the SCS includes several areas designated for <br /> growth in the recently adopted General Plan. These areas include two Priority <br /> Development Areas (PDAs) the Downtown Precise Plan area; and El Camino <br /> Real. Other areas that City staff has identified to ABAG for inclusion in the SCS <br /> include the Veterans Boulevard and Broadway corridors; the Mixed Use — <br /> Waterfront Neighborhood land use designation; and the Commercial Office <br /> Technology land use designation. These areas have been or will be subject to <br /> zoning amendments to encourage residential and employment growth per the <br /> • <br /> General Plan's vision. <br /> The Grand Boulevard Initiative is a prime example of the SCS's regional <br /> perspective. Redwood City has been participating in the Grand Boulevard <br /> Initiative for several years and the General Plan supports the vision through the <br /> application of the new Mixed Use — Corridor land use designation. The Grand <br /> Boulevard Initiative identifies the capacity of the entire corridor from South San <br /> Francisco to San Jose for infill development supported by investment in <br /> multimodal transportation. The SCS seeks these and similar opportunities to <br /> facilitate the transformation of auto - oriented landscapes into sustainable <br /> neighborhoods. The SCS will consider El Camino's growth potential and transit <br /> needs as well as the growth and investment needs of downtowns and other infill <br /> opportunity areas throughout the Bay Area. Considering Redwood City's <br /> planning for El Camino Real and Downtown as models, the City is a good <br /> candidate for future regional transportation funding based on the General Plan's <br /> strategy and contribution to the SCS. <br /> ' Priority Development Areas (PDAs) are locally- identified and regionally adopted in -fill <br /> development opportunity areas near transit. PDAs are established through the FOCUS program <br /> which is co- sponsored by the regional agencies of ABAG, the Bay Conservation and <br /> Development Commission (BCDC), the Bay Area Air Quality Management District (BAAQMD), <br /> and the Metropolitan Transportation Commission (MTC). They are the foundation of the region's <br /> first Sustainable Communities Strategy. <br />
