7. is -I <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 23, 2003 <br />Subject <br />Peninsula Celebration Association's Fourth of July Celebration, 2003 <br />Recommendation <br />The City Council authorize execution of a letter permit for the Fourth of July Celebration sponsored by <br />the Peninsula Celebration Association. <br />Background <br />The Peninsula Celebration Association has requested permission to conduct the annual Fourth of July <br />Celebration. The traditional Fun Run, parade, arts & crafts fair and festival will be held beginning <br />Friday, July 4, 2003, in the downtown area of Redwood City. A fireworks display will be held during the <br />evening at the Port of Redwood City. <br />On July 4` the parade line -up area will be reserved from 5:00 a.m. to 4:00 p.m. and the parade route <br />will be reserved from 9:00 a.m. until 2:00 p.m. The Parks & Recreation Department will hold their <br />annual Fun Run foot race beginning at 9:15 a.m. The arts and crafts fair and festival will be conducted <br />from 9:00 a.m. to 6:00 p.m. on Friday, July 4` and 10:00 a.m. to 5 p.m. on Saturday, July 5 The <br />fireworks display shall take place on July 0', and will begin at approximately 9:30 p.m. <br />The parade will be conducted in the areas detailed on the attached map provided by the PCA in their <br />letter dated April 30, 2003. The fair and festival will be conducted on Broadway between Main and <br />Winslow Streets, and on Hamilton, Middlefield, and Jefferson Avenue between Middlefield, and <br />Marshall Streets. Minor alterations to the parade route and festival area may be required should <br />roadwork in the established parade and festival area not be completed to facilitate these events as <br />planned. In this event, any change to the parade route & festival area locations will be determined <br />under the supervision and approval of the Police Chief or his designee. <br />The fireworks display will be conducted at the Port of Redwood City, with street closures and traffic <br />control measures to be determined by the Police Department to regulate the orderly flow of vehicle <br />traffic. <br />The City agrees to provide the following services and facilities: street sweepers, barricades, bleacher <br />delivery, installation of flags along the parade route, use of a 1 -1/2 inch fire hydrant for an antique fire <br />truck demonstration, use of the parking structure on Marshall Street on July 4` and use of the <br />Hamilton Street parking lot along Winslow Street for handicap and vendor parking, closure of Hamilton <br />street from Broadway to the entrance of the Hamilton Street parking lot from 6:00 p.m. on Thursday, <br />July 3, 2003, to 8:00 p.m. on Saturday, July 5, 2003 <br />— The Letter permit contains standard "hold harmless," insurance and course control provisions. <br />
