REPORT 72A-1 <br />To the Honorable Mayor and City Council <br />From the City Manager <br />June 23, 2003 <br />Subject <br />Countywide National Pollution Discharge Elimination System ( NPDES) General Program, <br />Stormwater Management Plan <br />Recommendation <br />Adopt the resolution authorizing the San Mateo County Board of Supervisors, acting as the <br />governing board of the San Mateo County Flood Control District, to impose charges on <br />parcels of real property in Redwood City necessary to fund the Countywide NPDES <br />General Program in Fiscal Year 2003 -2004. <br />Background <br />As a co- permittee for the Countywide Stormwater Management Plan and NPDES Permit <br />No CAS0029921, the City Council annually must authorize the San Mateo County Flood <br />Control District to impose charges to fund the City's share of costs for the stormwater <br />management program. In Redwood City, as in all co- permittee cities excepting Brisbane <br />and Woodside, the propertytax roll is used to distribute costs to all parcels of real property <br />within city limits. This covers Redwood City's share of the Stormwater Pollution Prevention <br />Program (STOPPP) costs. <br />The San Mateo County Flood Control District Act, as amended by the State Legislature in <br />1992 (Assembly Bill 2635), authorized the San Mateo County Flood Control District to <br />impose charges to fund storm drainage programs such as the NPDES Program. The <br />proposed Countywide General Program budget for Fiscal Year 2003/04 is $1,334,014. <br />The program charges are identified as "Basic Annual Charges" and "Additional Annual <br />Charges," the latter of which is adjusted annually calculated on the Consumer Price Index <br />(CPI). The breakdown of annual charges per parcel is identified below: <br />Parcel Tvoe Basic Fee Additional Fee <br />Single Family Residence $5.9242 /parcel $2.5674 /parcel <br />Miscellaneous, Agriculture, $2.9621 /parcel $1.2837 /parcel <br />Vacant and Condo <br />All other land uses $5.9242 /parcel (1 11,000 sq. ft.) $2.5674 /parcel (1 s ' 11,000 sq. <br />+ $0.5367 per 1,000 additional sq. ft. ft.) <br />of parcel + $0.2315 per 1,000 additional <br />sq. ft. of parcel <br />Redwood City's estimated share of program costs for FY 2003/04 is $ 133,401. The <br />County Flood Control District plans to introduce the proposed fees and set the Public <br />Hearing on June 14, 2003, with the Public Hearing tentatively scheduled for 9:00 A.M. on <br />July 16, 2003.
