G.1T:
2. Improvements to the Union Pacific Rail Line from Chestnut Street to the Port of
Redwood Citv. This right -of -way has been identified as a joint bus /rail /pedestrian
facility for easy access from the Bayfront (and potential Ferry terminal) to the
Downtown and Caltrain terminal. The acquisition, design, and use agreements
for this right -of -way will have to be funded through a combination of sources.
Estimated cost is $8 million.
3. Caltrain Plannino and Station Improvements. The upgrading of Caltrain track
facilities is underway with the expectation that trains will be running faster and
eventually more often. The ultimate design for facilities in Downtown Redwood
City has not been determined. There has been discussion of building grade
separations, raising the tracks, lowering the tracks, or doing nothing. Any of
these design options have a significant impact on the downtown. The
completion of the retail /cinema project and ultimate recovery from the recession
will create development potential in the downtown. Without a plan for the heavily
used rail corridor, each new project might limit our design options. Without
preparing a plan for the corridor, our only option might be to leave the facility as
is. That might be an unacceptable alternative for the future.
In order to do an extensive study on alternatives, it is expected that the cost
would be in the range of $500,000. This type of study would be of interest to
several cities along the Caltrain right -of -way.
4. Interim Woodside Road /Broadwav Intersection Improvements. Even though
there is an expectation that the entire interchange will be rebuilt, it will be many
years away. As an interim improvement, the Broadway/Woodside Road (Route
84) intersection should be improved. This intersection is negatively affecting the
flow of traffic along Woodside Road and on the interchange. With improvements
to signals, turn lanes, and freeway on- ramps, a temporary improvement in traffic
capacity can be made.
In order to make sure these projects are evaluated by the TA and C /CAG, the staff has
filled out and sent in the "Project Application Form" for each of the four projects.
Should the project list change based on Council action, we will forward those results
immediately to the TA and C /CAG.
Alternatives
None at this time, unless the City Council makes changes to the project list.
Fiscal Impact
The direct fiscal impact to the City is undetermined at this time. Each of these projects
will probably require some local funding to get them moving forward. Local funds for
these projects could come from developer mitigation or traffic impact fees.
Z,oel/Patterson
/ /Manager, Engineering
and Construction
nice Liedstrand
Community Development
Services Director
i
E verett
City Manager
JP: ss
s4ibraryfjoel /council Measure A Projects
-2-
