i
6.1 C '
REPORT Pa
c coi
To the Honorable Mayor and ty
From the Cit Mana er I
March 21, 2011 I
SUBJECT
Award of Contract — Glenwood Pump Station Improvements Project
RECOMMENDATION
Approve, by motion, the contract documents and award the standard form contract for
the Glenwood Pump Station Improvements Project to Conco-West, Inc. of Manteca for
their responsive and responsible low bid of $513,680.00 and authorize the City Manager
to increase the contract amount, if necessary, up to 10% of the amount awarded.
BACKGROUND
The Glenwood Pump Station is located within the Lakeview service zone near the
intersection of Glenwood Avenue and Canyon Lane. The Lakeview service zone is one
of the largest in the city and serves 625 homes within a one square mile area. The
Glenwood Pump Station pumps water to the Lakeview Reservoir which supplies the
water needs of all 625 homes in the Lakeview service zone. I
The existing pump station is an unsheltered facility surrounded by a chain link fence. I
Equipment is inadequately protected and secured. The proposed project provides a
small metal structure to house and secure the pumps and the electrical/telemetry
control equipment, a new emergency stand-by generator, enhanced pump control
panels, and new piping. Housing the equipment, improving the controls, and including
a generator increases the reliability and the security of pump station operations,
addresses aesthetic concems, increases sound attenuation, and reduces the need for
maintenance.
Ten (10) bids were received at the bid opening on February 16, 2011 which are
summarized below.
Bidder Bid Amount
Conco-West Inc. - Manteca $513,680.00
Blocka Construction, Inc. - Fremont $525,800.00
Anderson Pacific En ineerin Construction, Inc. — Santa Clara $555,000.00
S iess Construction Co., Inc. — Santa Maria 557,400.00
Lewis & Tibbitts, Inc. — San Jose $578,145.00
AI ha Ba Builders, Inc. — San Francisco $581,403.00
lonian Construction, Inc. - Millbrae $592,580.00
R.E.
