6.1 D <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> March 21, 2011 <br /> SUBJECT <br /> Award of Contra�t - Reroof of Veteran's Memorial Senior Center Project <br /> RECOMMENDATION <br /> Approve, by motion, the contract documents and award the standard form contract for <br /> the Reroof of Veterans Memorial Senior Center Projec# to IMR Contractor Corporation <br /> of Hayward for their responsive and responsible low base bid of $150,000.00 and <br /> authorize the City Manager to increase the contract amount, if necessary, up to 10% of <br /> the amount awarded. <br /> BACKGROUND <br /> The wood shake roof of the Veterans Memorial Senior Center is original to the building <br /> which was constructed in 1957. The shakes are significantly weathered and decayed <br /> and the roof leaks. In recent years staff has patched sections of the roof that has <br /> leaked; but since the existing roof has surpassed its useful life any further minor repairs <br /> will not provide long term adequate weather protection. <br /> The existing shake roof will be replaced with "cool roof' asphalt shingles. The shingle <br /> style selected for this project preserves a wood shake appearance in both profile and <br /> color. "Cool rooP' technology is now required pursuant to Green Building Code <br /> standards. "Cool roof' shingles are highly reflective and release absorbed heat much <br /> more effectively than traditional asphalt shingles. "Cool roof' technology, coupled with <br /> additional venting of the Veteran's Memorial Senior Center will reduce the cooling <br /> requirement of the facility and thereby reduce energy consumption. <br /> Staff attempted to achieve some economy of scale and consistency in appearance by <br /> including the work to reroof the Veterans Resource Annex building as an additive bid <br /> item. The Annex does not require immedia#e attention and staff does not believe that <br /> the desired economy was reafized by the bids received for this portion of work.
