6.3A <br /> REP�RT <br /> � To the Honorable Mayor and City Council <br /> From the Ci Mana er <br /> March 21, 2011 <br /> SUBJECT <br /> Approve the job specification for the new position of Building Official and amend the <br /> salary and wage plan accordingty. <br /> RECOMMENDATION <br /> By resolution, approve the establishment of the Building Official classification and <br /> amend the Salary and Wage Plan to add the Building Official classification. <br /> BACKGROUND <br /> The Community Development Department was restructured in 1997, creating three <br /> work groups: Building, and Inspection; Engineering and Construction, and Planning and <br /> Redevelopment. As a part of that restructuring, a multi-discipline classification of <br /> Community Devefopment Services (CDS) Manager was established to oversee each <br /> work group. The CDS Manager classification was created to allow opportunities for <br /> management staff assigned as CDS Managers to transition between divisions of the <br /> department. It was placed in the Executive Service Group and the current salary range <br /> is $9,468 -$13,236. The assignment of CDS Managers to multiple divisions never <br /> occurred. <br /> A CDS Manager assigned to Building and Inspection recently retired. The retirement <br /> created an opportunity to evaluate the operation and determine the appropriate <br /> structure to assist the City moving forward. Due to changes in organizational needs <br /> over the years, as well as the difficulty in finding labor market matches for the broader <br /> classification of CDS Manager, it was determined that the reinstatement of the Building <br /> Official classification is warranted. <br /> With the change from CDS Manager to Building Official, the focus will be solely on the � <br /> Building and Inspection division and transitioning between divisions of the department <br /> will no longer be considered. Educationaf and work experience requirements are <br /> primarily the same as the CDS Manager classification; however, requirements in the <br /> areas of knowledge, 'skills, and abilities are more defined for the Building Official to <br /> clearly cover the City's expectations in these areas. Some definitions added include: <br /> the ability to prepare, administer and monitor division budget, participate in the <br /> development and administration of division goals, objectives and procedures, getting <br /> involved in more complex inspections and code related prob(ems, and effectively <br /> planning, directing, motivating, assigning and evaluating the work of others; as weil <br /> as the skill to use tact, discretion, initiative and independent judgment within established <br /> guidefines. <br /> The Building Official will be responsible for managing the permit counter, plan checking, <br /> building inspection, and code enforcement operations.
