71 -A1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 14, 2003 <br />Subject <br />Consultant Agreement with Mark Thomas & Company, Inc., for providing supplemental <br />consulting design engineering and construction support for the Ralston Avenue /Marine <br />Parkway /Route 101 Interchange Reconfiguration Project. <br />Recommendation <br />Approve and authorize execution of a Consultant Agreement with Mark Thomas & <br />Company, Inc., to provide supplemental consulting engineering design, and <br />construction support of the Ralston Avenue /Marine Parkway /Route 101 Interchange <br />Reconfiguration Project, in an amount not to exceed $108,068. <br />Background <br />Efforts to improve the Ralston Avenue /Marine Parkway Interchange that serves the City <br />of Redwood City and the City of Belmont began in 1997, and at the time of the writing of <br />this report, is well on its way out to bid. <br />Mark Thomas & Company, Inc. has been retained by the City of Belmont for the <br />preparation of environmental documents, preliminary plans, and final design, since <br />March, 1999. The City of Redwood City has a Cost Sharing Agreement with the City of <br />Belmont, and has been paying 50% of the fees. The subject agreement is for work that <br />will supplement work done on the main agreement. The City of Belmont is holding the <br />main Agreement, which has been amended several times. The total amount of the <br />Agreement is $2,366,000. The estimated construction cost for this project is $14.5 <br />million putting the design fees (including this supplement) at 16.3 %, which is well within <br />industry accepted range. <br />The arrangement with the City of Belmont stipulates that once the project goes into <br />construction, the City of Belmont will transfer all the balance of funds (earmarked <br />toward this project) to Redwood City, and Redwood City will act as the project <br />administrator with only oversight approval from the City of Belmont. The City of <br />Belmont earmarked $2 million, plus accrued interest, toward this project. These funds <br />were collected by the City of Belmont from developers of areas along Island Parkway, <br />years ago. <br />This transfer of the balance of funds by the City of Belmont should happen right before <br />the award of contract for construction. The City of Redwood City is waiting until that <br />time to minimize uncertainties related to grant funding. At the time of transfer, a <br />Page 1 of 2 <br />
