<br />author, "This bill ensures that the current prohibi-
<br />tion on owning or possessing a firearm is imposed
<br />for a significant amount of time and with greater
<br />uniformity. AB 1315 accomplishes this by requiring
<br />that the prohibition applies until the juvenile of-
<br />fender is 30 years of age or 10 years have elapsed
<br />from the release from custody, whichever is

<br />comprised of specified members appointed by the
<br />Governor to advise the Telecommunications Divi-
<br />sion of specified subject areas. SB 911 is intended
<br />to improve delivery of the 911 systems by address-
<br />ing such issues as bidding policies, and establish-
<br />ing consistent procedures regarding equitable
<br />reimbursement for all participating agencies. SB
<br />911 also ensures that professionals who deliver
<br />911 services are making decisions about the
<br />system. The "911" Administrative Board estab-
<br />lished by SB 911 provides a good representation of
<br />local public safety agencies while also providing
<br />technical expertise to improve the quality of emer-
