- 7.1 -CI <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />July 14, 2003 <br />Subject <br />Award of Contract — Wellesley Crescent Landscape/Traffic Improvements <br />Recommendation <br />Approve the Contract Documents and award the contract for the Wellesley Crescent <br />Landscape/Traffic Improvements Project to the lowest responsible bidder, J.J.R. <br />Construction, Inc. of San Mateo, California, for their low bid of $124,945.00. <br />Background <br />As part of the 2002/2003 Capital Improvement Program, the Wellesley Crescent <br />Landscape/Traffic Improvements were approved. Wellesly Crescent Park is a circular <br />park, in the north side of the City, bordered by five intersections. It primarily serves as a <br />route between El Camino Real and Highway 280 via Edgewood Road. Edgewood <br />Road carries a fair volume of traffic, and concerns have been voiced by the local <br />residents regarding the speeds of vehicles that often come down Edgewood Road going <br />to El Camino Real. The existing lane widths around the circle are wide enough to allow <br />two `one -way" lanes, but the current striping does not direct vehicles adequately; <br />therefore, resulting in an extra wide lane that promotes higher speeds than posted or <br />recommended around a park/residence area. <br />To better prepare the neighborhood as to what is to come, temporary delineators and <br />striping were installed as a "test' case to evaluate the traffic circulation and potential <br />improvements. Over the past year, communication through project updates in the mail <br />has been on -going with all neighboring residents. The responses have been positive, <br />with many agreeing that traffic improvements to slow down vehicle speed and provide <br />direction around the circle, are necessary. <br />The original scope of the project was to replace the temporary delineators and striping <br />with hardscape and landscaping, which is comprised of concrete medians, brick pavers <br />and assorted bushes and trees. Included in the design are four new median islands of <br />various sizes to maximize the traffic control and landscaping at each of the intersections <br />entering the park circle. <br />On Wednesday, June 18, 2003, two (2) bids for the above - referenced project were <br />opened in the Office of the City Engineer (public counter — Maps & Records area), and <br />are summarized below. <br />Rank Bidder Amount <br />1.
