7.t -EZ
Two (2) bids were received at the bid opening on July 2, 2003. The results are
summarized below:
No.
Bidder
Bid Amount
1. Scapes, Inc. — Half Moon Bay, CA
2. J.W. Riley & Son, Inc. — Oakland, CA
$511,696.02
$560,788.50
The bid amount of $511,696.02 is 2% above the Engineer's Estimate of $500,000 for
the cost of construction, and is considered a good and responsive bid.
A complete copy of the agreement is available for review in the City Clerk's Office.
Alternative
Do not award the contract, and forego the improvements, which will leave the Spinas
Park Play Area in a deteriorated condition.
Fiscal Impacts
Funds in the amount of $470,000 for the Spinas Park Play Area Renovation Project are
appropriated in the FY 2002 -2003 Capital Improvement Program budget. An additional
$1,000 was contributed by the Rotary Club.
The anticipated project cost is higher than the available funding. Originally, a State
grant was anticipated to supplement this project. Given the budget impasse, the grant
will not be available in time. Therefore, balance transfers of $38,000 from the Island
and Median Renovation Program and $15,000 from the Hoover Playfield Renovation
Project (project is completed) are being made to cover the shortfall. The remaining
funds in the Island and Median Renovation Program should be adequate for this year.
After the transfers, there will be $12,300.00 for staff time to administer this project. This
will be supplemented by cutting the Scope of Work by reducing such items as rose
trellis, park benches, and trash receptacles. These items can be added at a later date,
if funds are available.
*y'
S.
