JAH:m~ 10/31/88 (#23/034) <br /> <br /> the Agency desires the staff and Planning Commission to continue <br /> to do so, except where Section 15025 of the State CEQA <br /> Guidelines requires otherwise. Where Section 15025 applies, the <br /> decision making body of the Agency (whether that be, in a given <br /> case, the Executive Director, the Agency, or, in the case of the <br /> adoption of a redevelopment plan or an amendment of a <br /> redevelopment plan, the City Council) shall not delegate but <br /> shall participate directly in the following functions: <br /> <br /> (a) Reviewing and considering a Final EIR or approving a <br /> negative declaration prior to approving a project. <br /> <br /> (b) The making of findings as required by Section 15091 and <br /> 15093 of the State CEQA Guidelines. <br /> <br /> 5.
